Community Redevelopment Agency Minutes <br />February 24, 202024, <br />Page 2 of 3 <br />Fourth Item of Business: Draft Annual Report Review <br />Ms. Emily Hanna, Development Services Manager, stated House Bill 9 was passed during the 2019 <br />Legislative Session, which amended the reporting criteria for the CRA Annual Report. Ms. Hanna reviewed staffs <br />memo dated February 24, 2020 and the 2018/2019 CRA Annual Report highlighting the changes to the report <br />criteria. Ms. Hanna explained that in the past the annual report was based on the fiscal year, October 1 — September <br />30; however, with the legislative changes the annual report information will now be reported on an annual basis. She <br />said the projects listed on the annual report are shown for October 1, 2018 — December 31, 2019. <br />Ms. Hanna explained that due to the timing of the City's audit and the filing of the CRA Annual Report, the <br />financial information for the CRA is based on unaudited numbers at this time. Ms. Hanna stated that she would notify <br />the CRA if the financial numbers change from the unaudited numbers. Ms. Hanna reviewed the financial data. Mr. <br />Randy Newlon, City Manager, explained that the numbers in the annual report reflects fixed assets that were <br />purchased through the CRA as part of the fund balance. He said the figure is not the cash balance but everything <br />that the CRA owns. <br />Ms. Glancy asked for a motion for the draft Annual Report. Mr. Aramendia made a motion to approve the <br />draft Annual Report. Mr. Busch seconded the vote. The motion passed unanimously by voice vote. <br />Fifth Item of Business: Authorization for additional funding for the acquisition of the Chan Property <br />Ms. Emily Hanna, Development Services Manager, reviewed staffs memo dated February 24, 2020. Ms. <br />Hanna explained that the Chan property was identified in the Lake Concord Park Parking Master Plan as being an <br />ideal location for parking for Lake Concord Park. She stated that the CRA directed staff to acquire the Chan property <br />and authorized $1 million to purchase the property and for any costs associated with the purchase. Ms. Hanna said <br />the City has been in negotiations with the property owner and unfortunately, the City was not successful. She said <br />the City pursued eminent domain. She said the negotiations led to a Stipulated Order of Taking where the property <br />owner agreed to concede the property to the City of Casselberry without objection. Ms. Hanna said that the fair <br />market value of the property was still in negotiations. She said in November 2019, the CRA Board authorized <br />additional funding in the amount of $200,000 to aid in seeking settlement. She said the City Commission authorized <br />counsel to make an Offer of Judgement and if it were accepted, the property owner would receive $1 million plus <br />attorney fees and costs. She said the property owner did not accept the offer. <br />
