ORDINANCE 20-1541 <br />AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA; <br />AMENDING SECTION 86-72, "SCHEDULE OF RATES AND CHARGES" <br />OF ARTICLE II, "SEWERS", DIVISION 3, "APPLICATION FOR <br />SERVICES; RATES AND CHARGES"; AND AMENDING SECTION 86- <br />189, "SCHEDULE OF RATES AND CHARGES" OF ARTICLE III, <br />"WATER", DIVISION 2, "RATES AND CHARGES" TO MODIFY THE <br />NUMBER OF GALLONS INCLUDED IN THE MINIMUM MONTHLY <br />CHARGE FOR WATER AND SEWER FROM 4000 TO 5000 GALLONS, <br />AND TO CHANGE THE SECOND AND THIRD TIER OF WATER <br />CHARGES TO ENCOMPASS USAGE UP TO 10,000 GALLONS, TO <br />EFFECTIVELY REDUCE WATER AND SEWER CHARGES FOR THE <br />CITY'S RESIDENTIAL UTILITY CUSTOMERS; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY AND AN EFFECTIVE <br />DATE. <br />WHEREAS, the City Commission is aware that the Covid-19 national emergency, as <br />recognized by the City in its declaration of emergency and by the Governor in Executive Order <br />20-52, has caused severe hardship for so many of the City's utility customers; and <br />WHEREAS, due to Covid-19, many of the City's customers are working at home, which <br />has resulted in those customers experiencing higher water and sewer bills, and in recognition of <br />these higher bills, the City Commission has directed Staff to review and modify the City's utility <br />charges; and <br />WHEREAS, in order to reduce bills for residential customers experiencing hardship <br />from Covid-19, the City has increased the number of gallons in the minimum monthly charge for <br />water and sewer, and increased the next two tiers of charges for water; and <br />WHEREAS, words with double underlined type shall constitute additions to the original <br />text and strike through type shall constitute deletions to the original text, and asterisks (* * *) <br />indicate that text shall remain unchanged from the language existing prior to adoption of this <br />Ordinance. <br />NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. Legislative Findings. The above recitals are hereby adopted as the <br />legislative findings of the City Commission.
