RESOLUTION 20-3203 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION RELATING TO FINANCIAL ASSISTANCE FROM THE FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM FOR THE DEVELOPMENT OF A NEW PARK IN NORTHERN CASSELBERRY UNDER THE WORKING NAME "WHEEL PARK" — PHASE 1 AND COMMITTING TO AMEND THE CITY'S CAPITAL IMPROVEMENT PROGRAM IF AWARDED FUNDS; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE. WHEREAS, the City of Casselberry's 2017 Parks, Recreation, Pathways, and Open Spaces Master Plan included a recommendation to develop a new park in the northern part of the City; and WHEREAS, the City Commission of the City of Casselberry has committed to preserve the City -owned "Northeast Industrial Park" properties for future park space; and WHEREAS, a proposed City project under the working name "Wheel Park" — Phase 1 will provide the first phase of development of the Northeast Industrial Park properties by providing new recreational opportunities for children; and WHEREAS, the purpose of "Wheel Park" — Phase 1 is to provide wholesome outdoor recreational activities for the residents of the City of Casselberry, Florida; and WHEREAS, the State of Florida may appropriate funding to assist with the development of the "Wheel Park" — Phase 1 project through the Florida Recreation Development Assistance Program during State Fiscal Year 2021-2022. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: SECTION I. The City Commission hereby approves submittal of a grant application to the State of Florida for Fiscal Year 2021-2022 to provide financial assistance for the development of a new park in northeast Casselberry under the working name "Wheel Park" — Phase 1 for a total of $400,000 (consisting of $200,000 in requested assistance and $200,000 in local funding) and authorizes the City Manager to execute related documents on behalf of the City of Casselberry. The City Commission also commits to incorporate the development of the "Wheel Park" — Phase 1 project into its Capital Improvement Program, should the project receive State Funding, across City Fiscal Years 2021-2022, 2022-2023, and 2023-2024 to align with the grant time limits required by the State. SECTION H. Conflicts. All Resolutions or parts of Resolutions in conflict with any of the provisions of this Resolution are hereby repealed. SECTION HI. Severability. If any Section or portion of a Section of this Resolution proves to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair the validity, force, or effect of any other Section or part of this Resolution. SECTION IV. Effective Date. This Resolution shall become effective immediately upon its passage and adoption.
