E. Mayors/Managers Group Report <br />9. RESOLUTIONS <br />A. Resolution 20-3201 - Development Review Fees <br />Approval of Resolution 20-3201 updating the development review fees to include an application fee for Planned Unit <br />Development (PUD) review services, to amend the application fee for Development Agreement (DA) review services, <br />and to require an advertising deposit with the submission of applications with public notice requirements, is requested. <br />10. FIRST READING OF ORDINANCES <br />A. First Reading of Ordinance 20-1540 - Issuance of Capital Improvement Revenue Bond, <br />Series 2020 <br />Approval of Ordinance 20-1540 for the issuance of the Capital Improvement Revenue Bond, Series 2020, for <br />construction and equipping of the Public Works Facility in the principal amount not -to -exceed $16,000,000 is requested. <br />11. PUBLIC HEARINGS <br />The purpose of a Public Hearing is to receive input regarding the item being considered. Public Hearings are not intended to be a <br />time for the public to obtain information about the subject matter of the hearing. (Hearing Sequence: 1 st - Staff; 2nd - <br />Applicant/Requesting Party; 3rd - Public; 4th - opportunity for brief rebuttals, if appropriate; Final - City Commission motion, <br />discussion and action.) <br />A. Public Hearing: Resolution 20-3199 - Adoption of Fiscal Year 2020-2021 Final Millage Rate <br />Approval of Resolution 20-3199 adopting the tentative millage rate of 2.9990 mills as the final millage rate for the <br />Fiscal Year 2020-2021 (FY 2021) is requested. <br />B. Public Hearing: Resolution 20-3200 - Adoption of Final Operating Budget for Fiscal Year <br />2020-2021 <br />Approval of Resolution 20-3200 to adopt the final budget for the Fiscal Year 2020-2021 (FY 202 1) in the amount of <br />$82,695,700 is requested. <br />C. Public Hearing: First Reading of Ordinance 20-1539 — Amending the Future Land Use Map <br />Designation for Properties Located at 3110 Howell Branch Road and 3128 Orava Lane (LPA <br />20-10) <br />Approval of Ordinance 20-1539 to amend the Future Land Use Map (FLUM) designation from Seminole County High <br />Density Residential to City of Casselberry Medium Density Residential for approximately 21.41 acres located at 3110 <br />Howell Branch Road and 3128 Orava Lane is requested. <br />12.
