B. Public Hearing: Resolution 20-3196 - Tentative Operating Budget for Fiscal Year 2020-2021 Approval of Resolution 20-3196 for adoption of the tentative budget for the Fiscal Year 2020-2021 (FY 202 1) is requested. The total City-wide budget requested is $82,695,700. C. Public Hearing: Second Reading of Ordinance 20-1537 - Amending Chapter 86, Utilities, Article II, Sewers of the City Code of Ordinances Approval to amend Chapter 86, Utilities, Article 11, Sewers of the City Code of Ordinances to update the City's Industrial Wastewater Pretreatment Program to include new regulations regarding wastewater discharges from dental facilities in accordance with the Florida Department of Environmental Protection requirements is requested. D. Public Hearing: Emergency Ordinance 20-1538 - Deferral of October 1, 2020 Utility Rate Increase Adoption of Emergency Ordinance 20-1538 to defer the utility rate increase scheduled to go into effect October 1, 2020 for six (6) months until April 1, 2021 is requested. 12.
