RESOLUTION 20-3175 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING EXECUTION OF FEDERALLY -FUNDED SUBAWARD AND GRANT AGREEMENT NUMBER Z1777 WITH THE FLORIDA DIVISION OF EMERGENCY MANAGEMENT RELATED TO THE COVID-19 PANDEMIC (DR 4486); PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on March 9, 2020, Governor Ron DeSantis issued Executive Order 20-52 declaring a State of Emergency in the State of Florida in response to Coronavirus Disease 2019 (COVID-19); and WHEREAS, the City of Casselberry was, and continues to be, impacted by the COVID- 19 pandemic (DR 4486); and WHEREAS, the Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) has awarded a grant to local governments through the State of Florida Division of Emergency Management for emergency protective measures related to COVID-19 (DR 4486); and WHEREAS, Federally -Funded Subaward and Grant Agreement number Z1777 has been provided to the City for the first obligation of federal funds for reimbursement of COVID-19 (DR 4486) emergency protective measures and subsequent modifications will be required to this agreement with FEMA obligation of each reimbursement request until all emergency protective measures reimbursement requests have been obligated. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CASSELBERRRY, FLORIDA AS FOLLOWS: SECTION I. That the City Commission of the City of Casselberry hereby approves Federally -Funded Subaward and Grant Agreement Number Z1777 between the City of Casselberry and the State of Florida Division of Emergency Management for COVID-19 (DR 4486) emergency protective measures, attached herewith, and authorizes the City Manager or Finance Director to execute said agreement and related documents for and on behalf of the City of Casselberry. SECTION II. Conflicts. All Resolutions or parts of Resolutions in conflict with any of the provisions of this Resolution are hereby repealed. SECTION III. Severability_ If any Section or portion of a Section of this Resolution proves to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair the validity, force, or effect of any other Section or part of this Resolution.
