CASSELBERRY CITY COMMISSION <br />Minutes of May 11, 2020 — Regular Meeting <br />Page 9 of 11 <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE CITY <br />CODE OF ORDINANCES, PART II, CHAPTER 70 — SOLID WASTE, SECTION 70-1 TO <br />SECTION 70-100 PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon stated that Ordinance 20-1534 provides for amendments <br />to Chapter 70 Solid Waste of the City Code of Ordinances, primarily to establish an exclusive commercial <br />waste franchise system. <br />Discussion: Ordinance 20-1534 provides for amendments to Chapter 70 — Solid Waste of the City Code <br />of Ordinances to carry out City Commission direction. It still provides for an exclusive contractor to <br />perform residential solid waste pickup services on behalf of the city. It also now includes elimination of <br />the City's current non-exclusive franchise system for commercial solid waste and switching to an exclusive <br />franchise system, which would grant through a competitive process: 1) one exclusive franchise to a <br />commercial waste hauler for the collection of all putrescible commercial waste within the City limits, which <br />would include waste set out in dumpsters, commercial carts, and roll -off compactors, and 2) one exclusive <br />franchise to a commercial waste hauler to collect all non-putrescible wastes set out in open -top roll -off <br />containers within the City limits. The ordinance will render the Code much more simplified as much of the <br />detail previously placed there will now be found in the individual, exclusive franchise agreements. <br />Transition from non-exclusive to exclusive solid waste franchises will occur in early calendar year 2021. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager and the Public Works Director recommended approval of Ordinance <br />20-1534 on first reading. <br />Audience Participation: No one came forward to address Ordinance 20-1534. <br />MOTION: Commissioner Aramendia moved to approve Ordinance 20-1534 on first <br />reading, as presented.
