OPEN DISCUSSION <br />Discussion: Discussion ensued during each of the presentations on the various topics being detailed, which <br />included but was not limited to: general fund forecast assumptions relating to annual increases in ad valorem <br />taxable values; debt service fluctuations; N Winter Park Drive Study; effect of either passage or failure of <br />Parks Bond Referendum on March 17th on funding of projects identified in the Parks, Recreation, Pathways, <br />and Open Spaces Master Plan; development of a manageable strategic plan for economic development; <br />impact fees; review and updating of City Code; updating of technology, including implementation of Smart <br />Meter Program; staff training and development; funding options for planned purchases and projects; <br />continued water quality improvement efforts; various utility upgrades and replacement projects; sewer <br />expansion; reduction of costs related to Fire Department consolidation; cost for design and construction of the <br />new Police Department building and Public Works Compound; preservation of fund reserves; need for a 5 - <br />year contingency plan for funding of staffing and projects in the event of a recession; provisions for electric <br />car charging stations at the new Police Department building and Public Works Compound; redevelopment <br />and annexation potential; possibility for expansion of utility service; sunset of penny sales tax; reference to <br />previous Housing Task Force and need for update of some of its initiatives and processes to address housing <br />issues; possible need for future workshop to continue discussion on development strategies and new concepts <br />presented for economic development in the City; market fluctuations; development of an Economic <br />Development Master Strategic Plan and need for revisions to current regulations to promote and encourage <br />economic development; development of opportunity zones for federal capital gains tax deferrals, including <br />criteria and performance standards; employee training programs and employee survey results; code <br />enforcement measures; need for rezoning in some areas to encourage development; impact fee, building <br />permit and market studies; Police Department equipment replacement; complete streets projects, flooding <br />issues and utilization of gas tax funds; possible utilization of grant funding for improvements to Secret Lake <br />Park in the event bond referendum does not pass; potential for popup events in conjunction with economic <br />development; use of FRDAP (Florida Recreation Development Assistance Program) grant funding for <br />encouragement of senior outdoor activities; need to minimize utility service interruptions due to improvement <br />projects; new utility connection inventory requirements; Queens Mirror boat launch improvements and <br />necessary right-of-way; increases in construction costs due to the economy; exploration of feasibility of <br />expanding City Hall for additional records storage and office space; possibility of either rebuilding or adding <br />to golf course clubhouse; need for a Facilities Master Plan; and cost of ADA (Americans With Disabilities <br />Act) compliant improvements. <br />9. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individual came forward: <br />1. Mr. Dave Henson, 233 Bridle Path, expressed appreciation to City staff and the City Commission for <br />
