FIRST READING OF ORDINANCES <br />No items were presented for consideration on this agenda. <br />11. PUBLIC HEARINGS <br />A. Second Reading of Ordinance 19-1524 — Amending the Official Zoning <br />Designation for Property Located at 245 Lake Ellen Drive (ZB 19-07) <br />Mayor Glancy left the Commission Chambers at S: 38 p.m. <br />The City Clerk read Ordinance 19-1524 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE <br />ZONING CLASSIFICATION FROM R-9 (LOW DENSITY SINGLE-FAMILY) TO CG <br />(COMMERCIAL GENERAL) FOR THE APPROXIMATELY 0.69 ACRE PARCEL LOCATED <br />AT 245 LAKE ELLEN DRIVE, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 19-1524 <br />was advertised in the Orlando Sentinel on Thursday, November 7, 2019. <br />Staff Presentation: Community Development Director Chris Bowley stated that Ordinance 19-1524 <br />amends the Official Zoning designation from R-9 (Low Density Single -Family) to CG (Commercial <br />General) for the approximately 0.69 -acre parcel located at 245 Lake Ellen Drive. The subject property is <br />under common ownership with the adjacent commercial parcel located at 3352 S. U.S. Highway 17-92. <br />The proposed amendment will change the zoning designation to CG to provide consistent entitlements that <br />will support the combination of two lots for development. Combining the lots will increase the development <br />potential of both properties and enhance opportunities for economic development. Notification was <br />provided to the surrounding property owners within 500 feet on August 22, 2019, and written notice for the <br />Official Zoning Map amendment was posted on the subject property on August 28, 2019. The Planning <br />and Zoning Commission, serving as the City's Local Planning Agency (LPA), voted unanimously at its <br />meeting on September 11, 2019 to recommend approval of the amendment to the City Commission. The <br />request to amend the Official Zoning Map from R-9 (Low Density Single -Family) to CG (Commercial <br />General) for the subject property is: consistent with the City's Comprehensive Plan and the Commercial <br />Future Land Use designation; compatible and consistent with the adjacent land uses and zoning districts; <br />and City water and sanitary sewer services are available to the subject property. However, the impact of <br />the proposed Official Zoning Map amendment on existing sewer capacity cannot be determined until the <br />type of use is established and a flow capacity test is completed. In response to a question from <br />Commissioner Hufford, Mr. Bowley advised that some compatibility controls would be added at the site <br />plan Development Review Committee level which would include things like screening, buffering, <br />respecting adjacency from lower density residential to the west and directional access management so it <br />doesn't steer traffic towards the neighborhoods but away towards U.S. Highway 17-92. <br />
