CITY OF CASSELBERRY, FLORIDA
MANAGEMENT'S DISCUSSION AND ANALYSIS Continued
September 30, 2019
Governmental Activities
Governmental activities increased the City's net position by $7,550,283 thereby affecting 64.21% of the total
increase in the net position of the City. With expenses remaining fairly consistent, the increase in net position
is attributable to the growth in revenues. The increase in charges for services is partially reflective of continued
growth within the City of Casselberry. Impact fees and permit fees increased $691,748 or 282%. Stormwater
fees increased 20% to $347,477 due to a budgeted rate increase. Operating grants increased due to
reimbursement from FEMA and the State for costs incurred by Hurricane Irma in previous fiscal years. The
U.S. Department of Agriculture Natural Resources Conservation Services provided a Capital Grant to assist in
funding the Gee Creek/Howell Creek erosion control project. Property taxes are reflective of higher property
values and growth within the City. Other increases are mostly related to growth and a vibrant economy.
