Sec. 86-83. Review of rates and charges. <br />(a) In order that the rates and charges for sewer services may remain fair and <br />equitable and be in proportion to the cost of providing services to the various <br />users, the City shall cause a study to be made every three to five years from <br />the effective date of the ordinance from which this Article is derived. Such <br />study shall include but shall not be limited to an analysis of the costs <br />associated with the treatment of excessive strength effluent from industrial <br />users, the volume and delivery flow rate characteristics attributed to the <br />various users or user classes, the financial position of the sewage systems, <br />and the adequacy of all revenues to provide reasonable funds for required <br />retirement of debt and debt service, operation and maintenance, <br />replacements and capital improvements to the sewer system. The studies <br />shall be conducted by a firm of certified public accountants or a firm of <br />consulting engineers, which firms shall have experience in conducting such <br />studies. <br />(b) Annually, effective each October 1 for the fiscal years 2003/2004 through <br />2006/2007 2004/2005, the rates and charges for sewer services shown in <br />Section 86-72, above, shall be increased by 3.90 percent. <br />Sec. 86-187. Deposit. <br />(a) Required; amount. <br />(1) The following deposits shall be required at the time of new <br />installation or from each new owner or occupant of every water unit <br />served: <br />Meter Size <br />.. <br />.. .. , <br />... _ <br />5/8 X 3/4 <br />$ 50.00 <br />Sec. 86-187.
