Sec. 86-83. Review of rates and charges. (a) In order that the rates and charges for sewer services may remain fair and equitable and be in proportion to the cost of providing services to the various users, the City shall cause a study to be made every three to five years from the effective date of the ordinance from which this Article is derived. Such study shall include but shall not be limited to an analysis of the costs associated with the treatment of excessive strength effluent from industrial users, the volume and delivery flow rate characteristics attributed to the various users or user classes, the financial position of the sewage systems, and the adequacy of all revenues to provide reasonable funds for required retirement of debt and debt service, operation and maintenance, replacements and capital improvements to the sewer system. The studies shall be conducted by a firm of certified public accountants or a firm of consulting engineers, which firms shall have experience in conducting such studies. (b) Annually, effective each October 1 for the fiscal years 2003/2004 through 2006/2007 2004/2005, the rates and charges for sewer services shown in Section 86-72, above, shall be increased by 3.90 percent.
