RESOLUTION 20-3149 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, AUTHORIZING THE CITY MANAGER TO <br />APPROVE UTILITY BILL CREDITS TO ENCOURAGE QUALIFIED <br />CUSTOMER PARTICIPATION IN THE LEAD AND COPPER SAMPLING <br />PROGRAM; PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE. <br />WHEREAS, in 1991 the Environmental Protection Agency published the Lead and Copper <br />Rule which requires Community Water Systems to monitor lead and copper in drinking water at <br />customers taps; and <br />WHEREAS, the City of Casselberry has historically been on reduced lead and copper <br />sampling which only requires 30 samples to be taken triennially as long as the water quality <br />parameters stay within previously established ranges; and <br />WHEREAS, the alkalinity of the City's drinking water fell below the established range <br />between May 8 to June 5, 2019 requiring the City to return to standard lead and copper sampling <br />which consists of 60 samples being taken semiannually; and <br />WHEREAS, the Florida Department of Environmental Protection is requiring the City's <br />existing Lead and Copper Sampling Plan be updated to include 90 homes that are at high risk of <br />lead and copper contamination; and <br />WHEREAS, incentives by way of utility bill credits are being offered to utility customers <br />who qualify for the Lead and Copper Sampling Program to encourage participation; and <br />WHEREAS, the City Manager shall be able to authorize such incentives as he/she sees fit <br />in order to promote participation in the Lead and Copper Sampling Program. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION L The City Commission of the City of Casselberry hereby authorizes the City <br />Manager to approve utility bill credits as incentives for qualified customer participation in the Lead <br />and Copper Sampling Program and authorizes the Mayor to execute this Resolution on behalf of the <br />City. <br />SECTION II. Conflicts. All Resolutions or parts of Resolutions in conflict with any of the <br />provisions of this Resolution are hereby repealed. <br />
