11. PUBLIC HEARINGS The purpose of a Public Hearing is to receive input regarding the item being considered. Public Hearings are not intended to be a time for the public to obtain information about the subject matter of the hearing. (Hearing Sequence: 1st Staff; 2nd Applicant/Requesting Party; 3rd Public; 4th opportunity for brief rebuttals, if appropriate; Final City Commission motion, discussion and action.) A. Public Hearing: Second Reading of Ordinance 20-1530 - Amending City Code of Ordinances Chapter 62, Pensions and Retirement, Article 1, Police Officers' and Firefighters' Pension Plan Adoption of Ordinance 20-1530 amending the City Code of Ordinances Chapter 62, Pensions and Retirement, Article 1, Police Officers' and Firefighters' Pension Plan, to include language regarding the Firefighter Cancer Presumption recently adopted by the Florida Legislature is requested. B. Public Hearing: Second Reading of Ordinance 20-1531 - Collection Bins (LPA 19-17) Adoption of Ordinance 20-1531 amending the City of Casselberry Unified Land Development Regulations by adding standards and definitions for Collection Bins (LPA 19-17) on second and final reading is requested. C. Public Hearing: Second Reading of Ordinance 20-1532 - Amending City Code of Ordinances Chapter 52, Human Resources Adoption of Ordinance 20-1532 amending the City Code of Ordinances Chapter 52, Human Resources, to conduct criminal history record checks for potential municipal employees, appointees, and/or private contractors for criminal offenses nationwide is requested. 12.
