RESOLUTION 20-3146 A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, ADOPTING THE CITY OF CASSELBERRY OIL AND GREASE MANAGEMENT ASSISTANCE AND INCENTIVE PROGRAM; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE. WHEREAS, the City of Casselberry (City) recognizes that the discharge of fats, oils, and grease (FOG) in the sanitary sewer system are a significant cause of sewer blockages that result in sanitary sewer overflows; and WHEREAS, the reduction of FOG in the sewer system helps prevent sanitary sewer overflows, reduces system repair and maintenance costs, and achieves compliance with Federal and State regulations to prevent overflows; and WHEREAS, the City of Casselberry is committed to the protection of the natural environment by ensuring compliance with regulations related to the collection and transmission of wastewater; and WHEREAS, the City Commission has adopted updates to its Oil and Grease Management Program via Ordinance 19-1916, enabling stronger regulatory controls over restaurants and food service establishments connected to the City of Casselberry sanitary sewer system; and WHEREAS, the City is engaged in the research and development of an economic development strategic plan and comprehensive plan element, upon which creating assistance and Inc., Live programs are essential strategies thereof; and WHEREAS, the City of Casselberry recognizes the potential cost burden these updated regulatory controls can have on the ability of existing food service establishments and new restaurants to conduct business in the City of Casselberry; and WHEREAS, the City of Casselberry is committed to improving the economic environment necessary to support food service establishments and restaurants; and WHEREAS, the City has developed a coordinated program through the Economic Development Division, Public Works Department, Finance Department, and City Manager's Office to offer financial assistance to food service establishments connected to the City of Casselberry sanitary sewer system and a financial incentive to new restaurants (excluding drive-thru establishments) located within the corporate limits of the City of Casselberry; and WHEREAS, funds for the 0!I and Grease Management Assistance and Incentive Program must be approved by the City Commission for each fiscal year and budgeted accordingly; and WHEREAS, the Economic Development Division, in coordination with the Public Work's Utility Manager, will review and approve applications annually on a first come, first served basis; and WHEREAS, the City Commission finds that the Oil and Grease Management Assistance and Incentive Program is in the best interest of the City and the public.
