I. INTRODUCTION <br />This Urban Services Plan for the Marbeya Club Condominiums and adjacent area <br />annexation proposal has been prepared pursuant to the requirements established for annexations <br />' `0 <br />found in Florida Statutes, Chapter 171.042. The documentation for this information was <br />i <br />- <br />Ca <br />obtained from City departments who provide municipal services, City departments involved in <br />reviewing development and fiscal impacts for the City, and approved development plan <br />information. <br />rn <br />II. APPLICABILITY <br />c -a <br />Cn <br />This Urban Services Plan shall be implemented pursuant to Section 9 of Ordinance 749 <br />and as required by law. <br />III. STATEMENT OF CERTIFICATION <br />Pursuant to Chapter 171.043, F.S., the area proposed for annexation meets the following <br />specific criteria: <br />1. The area to be annexed is a) contiguous to the municipal boundary, b) a well defined <br />and compact area, and c) is not included within the boundary of any other municipality. <br />2. All of the area included in the annexation is developed or being developed for urban <br />purposes and is characterized by the following pattern of existing and/or proposed urban <br />development: <br />a: The area has an estimated population equal to or greater than two persons for <br />each acre of land included within the area to be annexed; <br />b: More than 60 percent of the lots in the area are established for a residential <br />purpose at a gross density exceeding four dwelling units per gross acre of land; <br />c: More than 60 percent of all lots or parcels of land in the annexation area are <br />used for, or have an impending use for, an urban purpose, characterized by <br />parcels of land significantly less than five acres in size. <br />IV. MAJOR MUNICIPAL, SERVICES <br />A. General Government Services <br />1. Fire Protection/EMS Service - The City of Casselberry currently provides <br />fire protection and Emergency Medical Service support throughout the <br />community. The most recent statistics indicate that this service has an <br />average city-wide response time of approximately 4 minutes. The area to <br />be annexed is located in an area presently served by the City, is located <br />in closer proximity than are some other areas of the City to existing <br />facilities, and would not result in any appreciable change in the city-wide <br />service level. The annexation area would be subject to the same level of <br />service currently being provided other areas. <br />1 <br />
