CASSELBERRY CITY COMMISSION <br />Minutes of September 23, 2019 — Regular Meeting <br />Page 8 of 11 <br />PROVIDING FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE <br />DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to the final budget for Fiscal Year 2019- <br />2020 was advertised in the Orlando Sentinel on Thursday, September 19, 2019, in accordance with Truth <br />In Millage (TRIM) legislation requirements. <br />Staff Presentation: Resolution 19-3133 provides for the adoption of the final Budget for the Fiscal Year <br />2019-2020 (FY 2020) in the amount of $73,109,335. <br />A tentative budget of $73,109,335 for Fiscal Year 2019-2020 was approved by the City Commission at the <br />first public hearing held on September 9, 2019. No modifications to the budget have occurred since the <br />first public hearing. City Manager Randy Newlon gave a brief overview of the proposed final operating <br />budget for Fiscal Year 2019-2020 earlier in conjunction with the public hearing for the proposed Final <br />Millage Rate for Fiscal Year 2019-2020 which included the increases and decreases in each fund, the <br />projects and proposed expenditures which resulted in the increases and decreases, and additional details as <br />to the proposed revenues and expenditures contained in the proposed final budget. The City Commission <br />is requested to approve Resolution 19-3133 adopting a final budget of $73,109,335 for Fiscal Year 2019- <br />2020. <br />Budget Impact: The final budget requested for FY 2020 for the City of Casselberry remains at <br />$73,109,335. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 19- <br />3133 adopting the final operating budget for the City of Casselberry for the Fiscal Year 2019-2020 totaling <br />$73,109,335. <br />Public Hearing: Mayor Glancy stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 19-3133. No one came forward to address Resolution 19-3133. Mayor <br />Glancy closed the public hearing relative to Resolution 19-3133. <br />MOTION: Commissioner Busch moved to approve Resolution 19-3133 establishing a <br />final operating budget for the City of Casselberry totaling $73,109,335 for <br />Fiscal Year 2019-2020, as presented. Motion was seconded by Commissioner <br />Hufford. Motion carried unanimously by voice vote 5-0. <br />C. Second Reading of Ordinance 19-1521 — Adopting the Five Year Capital <br />Improvement Program into the City's Comprehensive Plan (LPA 19-10) <br />The City Clerk read Ordinance 19-1521 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO ADOPT THE FIVE YEAR <br />CAPITAL IMPROVEMENT PROGRAM 2019-2023 AS PART OF THE CITY'S <br />COMPREHENSIVE PLAN IN ACCORDANCE WITH MANDATES SET FORTH IN CHAPTER <br />163, FLORIDA STATUTES; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE." <br />
