RESOLUTION 19-3135 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION RELATING TO FINANCIAL ASSISTANCE FROM THE FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM FOR THE DEVELOPMENT OF THE SECOND PHASE OF A NEW PARK IN NORTHERN CASSELBERRY UNDER THE WORKING NAME "WHEEL PARK — CASSELBERRY — PHASE 2"; PROVIDING FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE. WHEREAS, the City of Casselberry's 2017 Parks, Recreation, Pathways, and Open Spaces Master Plan included a recommendation to develop a new park in the northern part of the City; and WHEREAS, the City Commission of the City of Casselberry has committed to preserve the City -owned "Northeast Industrial Park" properties for future park space; and WHEREAS, a proposed City project under the working name "Wheel Park — Casselberry — Phase 2" will provide the second phase of proposed development of the Northeast Industrial Park properties by providing new recreational opportunities for older children and adults; and WHEREAS, the purpose of "Wheel Park — Casselberry — Phase 2" is to provide wholesome outdoor recreational activities for the residents of the City of Casselberry, Florida; and WHEREAS, the City has included $200,000 for Phase 2 of "Wheel Park" in its five-year Capital Improvement Program for programming in the City's Fiscal Year 2020- 2021, which has been adopted into the City's Comprehensive Plan; and WHEREAS, the State of Florida may appropriate funding to assist with the development of the "Wheel Park — Casselberry — Phase 2" project through the Florida Recreation Development Assistance Program during the State Fiscal Year 2020-21. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: SECTION I. The City Commission hereby approves submittal of a grant application to the State of Florida for Fiscal Year 2020-21 to provide financial assistance for the development of the second phase of a new proposed park in northeast Casselberry under the working name "Wheel Park — Casselberry — Phase 2" for a total of $400,000 (consisting of $200,000 in requested assistance and $200,000 in local funding) and authorizes the Mayor to execute related documents on behalf of the City of Casselberry.
