NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION 1. The City Commission hereby confirms the decision of the City Manager <br />to declare a public state of weather emergency due to the anticipated impacts of Hurricane <br />Dorian on the City of Casselberry. Per City Code Section 30-7(e), the public state of weather <br />emergency to commence at 6:00 p.m. on Sunday, September 1, 2019; a copy of the City <br />Manager's emergency declaration is attached to this resolution as Exhibit A. <br />SECTION 2. The City Commission authorizes the extension of the 72 -hour time limit of <br />the public state of emergency until terminated by the City Commission. <br />SECTION 3. Pursuant to Executive Order 19-189, Section 252.38(3)(a), Florida <br />Statutes, and Section 30-17 of the City Code of Ordinances, the City Commission hereby waives <br />the procedures and formalities otherwise required by the City or by law pertaining to: <br />a. Performance of public work and taking whatever prudent action is necessary to <br />ensure the health, safety and welfare of the community. <br />b. Entering into of contracts. <br />c. Incurring of obligations. <br />d. Employment of permanent and temporary workers. <br />e. Utilization of volunteer workers. <br />f. Rental of equipment. <br />g. Acquisition and distribution, with or without compensation, of supplies, materials and <br />facilities. <br />h. Appropriation and expenditure of public funds. <br />SECTION 4. The City Commission hereby confirms all purchases and contracts for <br />service that are deemed necessary and approved by the City Manager during the period of the <br />public state of weather emergency and extension thereof. Expenditures for food service support <br />and miscellaneous supplies for staff have been incurred. Budget Amendment #19-050 for <br />$1,000,000 was considered and approved by the City Commission at a special meeting on <br />Sunday, September 1, 2019 to fund the City's storm recovery operations. <br />SECTION 5. The City Commission hereby confirms the necessity of any and all <br />closures of City facilities during and after the public state of weather emergency due to impacts <br />of the hurricane on the various facilities and structures, and/or the necessity to utilize those <br />facilities and/or structures for any ongoing storm recovery operations. <br />SECTION 6. The City Commission hereby confirms the actions taken by staff of the <br />City of Casselberry for emergency capacity procurement procedures through various agencies of <br />Seminole County, the State of Florida and Federal Emergency Management Act (FEMA). Most <br />costs associated with these efforts will be reimbursed under FEMA at some point in the <br />future. The City Manager will give periodic updates of these expenditures as they are <br />encumbered at future City Commission meetings. <br />
