NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: SECTION 1. The City Commission hereby confirms the decision of the City Manager to declare a public state of weather emergency due to the anticipated impacts of Hurricane Dorian on the City of Casselberry. Per City Code Section 30-7(e), the public state of weather emergency to commence at 6:00 p.m. on Sunday, September 1, 2019; a copy of the City Manager's emergency declaration is attached to this resolution as Exhibit A. SECTION 2. The City Commission authorizes the extension of the 72 -hour time limit of the public state of emergency until terminated by the City Commission. SECTION 3. Pursuant to Executive Order 19-189, Section 252.38(3)(a), Florida Statutes, and Section 30-17 of the City Code of Ordinances, the City Commission hereby waives the procedures and formalities otherwise required by the City or by law pertaining to: a. Performance of public work and taking whatever prudent action is necessary to ensure the health, safety and welfare of the community. b. Entering into of contracts. c. Incurring of obligations. d. Employment of permanent and temporary workers. e. Utilization of volunteer workers. f. Rental of equipment. g. Acquisition and distribution, with or without compensation, of supplies, materials and facilities. h. Appropriation and expenditure of public funds. SECTION 4. The City Commission hereby confirms all purchases and contracts for service that are deemed necessary and approved by the City Manager during the period of the public state of weather emergency and extension thereof. Expenditures for food service support and miscellaneous supplies for staff have been incurred. Budget Amendment #19-050 for $1,000,000 was considered and approved by the City Commission at a special meeting on Sunday, September 1, 2019 to fund the City's storm recovery operations. SECTION 5. The City Commission hereby confirms the necessity of any and all closures of City facilities during and after the public state of weather emergency due to impacts of the hurricane on the various facilities and structures, and/or the necessity to utilize those facilities and/or structures for any ongoing storm recovery operations. SECTION 6. The City Commission hereby confirms the actions taken by staff of the City of Casselberry for emergency capacity procurement procedures through various agencies of Seminole County, the State of Florida and Federal Emergency Management Act (FEMA). Most costs associated with these efforts will be reimbursed under FEMA at some point in the future. The City Manager will give periodic updates of these expenditures as they are encumbered at future City Commission meetings.
