I. INTRODUCTION <br />General <br />The purpose of the Future Land Use Element is the designation of Future Land Use patterns in a manner that is <br />supported by the data and analysis, and reflected in the goals, objectives, and policies of the various City of <br />Casselberry Comprehensive Plan Elements. <br />A special significance is placed upon the distribution of land use in the urban environment. Land use plans are the <br />focal point of a community's comprehensive planning and design effort. Among the many objectives of the land <br />use element, the protection of neighborhoods, the insurance of economic viability for the community, and the <br />recognition and protection of natural resources and environmentally sensitive lands are the most important. The <br />Future Land Use Element and Future Land Use Plan must ultimately be implemented by the land development <br />regulatory framework. <br />The _comprehensive plan must provide the basis for the community's program of land development regulation. It <br />should not be thought of as the final determinate of specific activities in specific locations, but rather as the basis <br />for such decisions to be made. The land development regulation update required by state law encourages <br />innovation in the use of such final regulatory techniques. <br />Chapter 163.3177U(a), sets forth the minimum criteria for development of a comprehensive plan future land use <br />element. Areas of responsibility include: a) standards on the density and intensity of land use, b) the amount of <br />land needed to accommodate projected population, and amount of vacant undeveloped land, c) the availability of <br />public services as identified in other elements, d) the protection of natural resources, floodplains, wetland areas, <br />and wildlife habitat, e) discouraging urban sprawl, f) the need for redevelopment and iob creation, andg) the <br />elimination of non -conforming uses. <br />Terms and Concepts <br />When reviewing the Future Land Use Element of the City of Casselberry, the following terms and definitions apply: <br />Administrative Official. The Administrative Official shall be the Director of the Community Development <br />Department, or designee. <br />Arterial Road. Roadway providing service which is relatively continuous and of relatively high traffic volume, long <br />trip length, and high operating speed. In addition, every numbered United States highway is an arterial road. <br />Principal and Minor Arterials have been designated within the City of Casselberry and are illustrated by map <br />MMTE-M1 in the Multi -modal Transportation Element. <br />Collector Road. Roadway providing service which is of relatively moderate traffic volume, trip length, and <br />operating speed. Collector roads collect and distribute traffic between local roads or arterial roads. Collector roads <br />are illustrated by map MMTE-M1 in the Multi -modal Transportation Element. <br />Conservation Uses.
