It has been developed to achieve the City's <br />stated goal for Future Land Use. The element has been formulated to maintain an acceptable balance between <br />providing a framework for continued economic growth, and the protection of residential areas and natural <br />resources. In addition it is formulated in such a manner so as to be consistent with and further relevant state <br />and regional goals. <br />The Future Land Use Element establishes future land use categories which provide guidance for the <br />community in the development and redevelopment of residential and non-residential areas. The plan <br />encourages redevelopment through the future use of Floor Area Ratios and flexible land development <br />regulations including mixed-use and office/residential uses. The redevelopment of economically underutilized or <br />blighted areas is also an important component of future economic health. This element focuses strongly on <br />these targeted redevelopment areas through the establishment of policies related to the Major Thoroughfare <br />Mixed -Use (MTMU) future land use and Community Redevelopment Area (CRA), and the periodic evaluation of <br />urban design standards within Unified Land Development Regulations (ULDRs) to ensure that redevelopment <br />will be of the high quality the City desires while offering design flexibility to encourage redevelopment of smaller <br />parcels. The City's exemption from the traditional application of transportation concurrency furthers these <br />goals. <br />In furtherance of the need to protect the environment and natural resources, the City has established an <br />objective and related policies directly related to the implementation of the Conservation Element which deals <br />with a wide range of environmental issues of importance to Casselberry. This includes the creation of a <br />Conservation Future Land Use designation that may be established on properties containing wetland areas, <br />remaining wildlife habitat areas, vegetative communities, and other areas subject to environmental or <br />topographic constraints that might provide habitat for plant and animal species. As CasselbeWs system of <br />lakes is one of its most significant natural assets, policies have been created to minimize further privatization of <br />lakefronts and develop strategies for their protection. <br />Objectives within this element address such issues as urban sprawl, public facilities and services, concurrency, <br />land development regulation, urban design standards, and coordination with other jurisdictions. The element <br />has been organized into two sections, including the Supporting Data & Analysis (A) and Goals, Objectives & <br />Policies (B), in order to create a cohesive document with a direct link between the City's policies and the data <br />on which they are based. <br />City of Casselberry Comprehensive Plan 2018 — 2028 <br />Future Land Use Element (September 25, 2017) <br />FLUE -ii <br />
