City Commission and new utility rates were established by ordinance sufficient to support the plan. <br />Fund balance reserves will be partially drawn down. Utility impact fees were established and are the <br />lowest in Seminole County. <br />• Stormwater and Lakes Management Master Plan — The City of Casselberry operates a Stormwater <br />Utility within the City and is responsible for achieving clean water standards within its water bodies. <br />A ten year master planning study was completed and accepted by the City Commission. It included <br />some expansion of lake management operations and a capital improvement plan. Along with the <br />master plan, new rates were established by resolution over the span that was studied. <br />• Parks, Recreation, Pathways and Open Spaces Master Plan — The City completed its first master plan <br />for parks during fiscal year 2017. The community was engaged and priorities were agreed to. It <br />reported on the varied desires within the community to enhance and expand the City's park system <br />but first maintaining what we have. There is no ready funding source to support the master plan. <br />Further study is underway during fiscal year 2018 to find a path for implementation. <br />Planning and construction for many major initiatives will take place during FY 2019. A description of some <br />of these projects follows. <br />Complete Renovation of the Public Works Compound — The Public Works Department operates out of a <br />compound on 7t" Street east of North Winter Park Drive. Within the compound are buildings and other <br />facilities that support Streets, Parks, Stormwater and Utilities. Fleet maintenance takes place there. <br />Heavy equipment, materials and supplies are stored there. The City Commission directed that these area <br />be completely renovated. There is an <br />immediate need to replace water and sewer and stormwater underground infrastructure. At the same <br />time, it presented the opportunity to reconstruct Casselton Drive as a complete street. Working with the <br />community, this project was selected as a major project within the MTMP. The road will be greatly <br />narrowed and wide pedestrian sidewalks placed on either side with extensive landscape improvements. <br />On the west side of the road there will be a long linear park for the benefit of residents which will create <br />xvi i <br />
