RESOLUTION 19-3109 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, COMMITTING TO THE "100% PROMISE" <br />OF THE 10 -MINUTE WALK CAMPAIGN AND APPROVING AND <br />AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE <br />NATIONAL RECREATION AND PARK ASSOCIATION FOR A 10 - <br />MINUTE WALK PLANNING GRANT TO ASSIST WITH PLANNING <br />AND IMPLEMENTATION EFFORTS TO ACHIEVE THE "100% <br />PROMISE" 10 -MINUTE WALK GOAL FOR IMPROVED <br />ACCESSIBILITY TO PARKS; PROVIDING FOR CONFLICTS, <br />SEVERABILITY AND EFFECTIVE DATE. <br />WHEREAS, the City of Casselberry's 2017 Parks, Recreation, Pathways, and Open <br />Spaces Master Plan identified the need for improved connectivity to City parks for people <br />walking; and <br />WHEREAS, the City of Casselberry has adopted a Healthy Communities Element in its <br />Comprehensive Plan, which stresses the importance of well-planned parks, sidewalk systems, <br />greenways and other amenities to help address key health issues; and <br />WHEREAS, the City of Casselberry has adopted Connecting Casselberry: The <br />Casselberry Multimodal Transportation Master Plan, which places a key emphasis on <br />walkability improvements and complete streets; and <br />WHEREAS, the National Recreation and Park Association (NRPA), the Trust for Public <br />Land (TPL), and the Urban Land Institute (ULI) have worked together to create the "10 -Minute <br />Walk Campaign". The vision of this national campaign is to "Create a world in which 100% of <br />people in U.S. cities and counties -- large and small -- have safe access to a quality park or green <br />space within a 10 -minute walk of home by 2050"; and <br />WHEREAS, NRPA will be awarding funds and technical assistance to cities as part of a <br />10 -Minute Walk Planning Grant, for which it is soliciting applications; and <br />WHEREAS, the City of Casselberry wishes to commit to the "100% Promise" of the 10 - <br />Minute Walk Campaign to make sure that everyone in the City has safe, easy access to a quality <br />park within a 10 -minute walk of home by 2050; and <br />WHEREAS, the City of Casselberry wishes to apply to potentially receive funding and <br />technical assistance through the aforementioned NRPA grant to advance efforts to achieve the <br />"100% Promise". <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. The City Commission hereby 1) commits to the "100% Promise" of the <br />10 -Minute Walk Campaign, 2) approves submittal of a grant application to the National <br />Recreation and Park Association for a 10 -Minute Walk Planning Grant to provide financial and <br />technical assistance to advance planning and implementation efforts to achieve the "100% <br />Promise" of the 10 -Minute Walk Campaign, and 3) authorizes the Mayor to execute all required <br />documents needed to formalize this commitment and complete a grant application on behalf of <br />the City. <br />
