ORDINANCE 19-1510 <br />AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, <br />AMENDING CHAPTER 86, UTILITIES, ARTICLE I, IN GENERAL AND <br />ARTICLE II, SEWERS OF THE CITY CODE OF ORDINANCES; <br />PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND <br />AN EFFECTIVE DATE. <br />WHEREAS, the City of Casselberry's Industrial Wastewater Pretreatment Program was <br />deactivated over a decade ago due to a lack of Industrial Users connected to the City's wastewater <br />collection system; and <br />WHEREAS, City staff was contacted by a groundwater remediation site that expressed <br />interest in discharging partially treated water to the City's wastewater collection system; and <br />WHEREAS, the groundwater remediation site would be considered a Significant <br />Industrial User according to the Florida Department of Environmental Protection which requires <br />the City's Industrial Wastewater Pretreatment Program be reactivated and updated to comply with <br />current regulations; and <br />WHEREAS, City staff, the City Attorney, the City of Orlando staff, and the Florida <br />Department of Environmental Protection worked together to update the ordinance in order to <br />reactivate the City's industrial Pretreatment Program; and <br />WHEREAS, words with double underlined type shall constitute additions to the original <br />text and strike through type shall constitute deletions to the original text, and asterisks (* * *) <br />indicate that text shall remain unchanged from the language existing prior to adoption of this <br />Ordinance. <br />NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. AMENDING SEC. 86-1 AND SEC. 86-2. Section 86-1, "Pretreatment purpose <br />and policy" and Section 86-2, "Administration", of Chapter 86, Utilities, Article I - In General of <br />the Code of Ordinances of the City of Casselberry, Florida, is hereby amended as follows: <br />Sec. 86-1 — Pretreatment purpose and policy. <br />(a) The City Code sets forth uniform requirements for users of the Publicly Owned <br />Treatment Works for the City of Casselberry and enables the City to comply with all <br />applicable State Laws (Chanter 62-625, Florida Administrative Code (F.A.C.)), Federal <br />Laws (40 Code of Federal Regulations Part 403 and the Clean Water Act (33 United <br />States Code 1251 et sea.)), and the City of Orlando (Sec. 30, Code of Ordinances).
