Section 2-7.34. Oxford Park Overlay District Standards. <br />A. Purpose and intent. The Oxford Park Overlay District (OPOD) was established to create a <br />sustainable and economically viable mixed-use community with high standards of building <br />and site design that promotes the creation of a unique activity center. Based on previous <br />corridor studies of Oxford Road, the City's goals for the OPOD include: <br />I . Establishing Oxford Road as a "Main Street" to encourage pedestrian activity and <br />first -floor retail. <br />2. Developing area roadways as "Complete Streets". <br />3. Establishing uniform design standards within Seminole County and the City of <br />Casselberry to create a cohesive feel and sense of place. <br />4. Allowing for flexibility in parking standards and allowing for joint parking <br />facilities. <br />S. Establishing flexibility in site design to reflect changes in markets and changes in <br />the way people use spaces. <br />6. Facilitating an atmosphere of family-oriented developments with eateries, <br />shopping, and public spaces to create a destination with a unique identity. <br />7. Establishing the relationship between the buildings and the street, supporting <br />mixed-use development, and allowing for a smaller block structure. <br />B. Applicability and Order of Priority. The OPOD Standards shall apply to all properties which <br />have been designated with the overlay zone. Each application for new construction, major <br />renovation, change in land use, or increase of density or intensity, as defined in the City of <br />Casselberry Code of Ordinances and this Section, submitted after October 22, 2018, shall <br />comply with all applicable overlay district and underlying zoning district standards. Where <br />conflicts arise between the OPOD Standards and the Unified Land Development Regulations <br />(ULDR); including the Community Redevelopment District (CRD) Urban Design Standards <br />and Article VIII, Nonconforming Uses; the OPOD Standards shall prevail. <br />C. Permitted, conditional and prohibited land uses. <br />1. The following uses are permitted uses in the OPOD, subject to consistency with the <br />fiiture land use and zoning category: <br />a. General retail sales and services <br />b. Limited or "neighborhood" commercial activities <br />c. Restaurants <br />d. Business and professional offices <br />e. Hotels — interior access only. <br />f. Medical services <br />g. Veterinary clinics without outdoor kennels <br />It. Parking garages as a part of a development <br />i. Multi -family residential, including townhomes, condominiums and <br />apartments, above commercial uses. <br />j. Personal services <br />k. Breweries and Wineries <br />1. Sale of alcoholic beverages for onsite consumption as an ancillary use to a <br />restaurant <br />in.
