A. First Reading of Ordinance 19-1512 — Amending the Future Land Use Designation for <br />Properties Located along State Road 436 and Oxford Road (LPA 19-06) <br />Approval to amend the Future Land Use Map (FLUM) designation from Major Thoroughfare Mixed -Use (MTMU) to <br />Commercial for approximately 2.306 acres of a +4.48 -acre parent tract generally located on the southeast corner of <br />State Road (SR) 436 and Oxford Road is requested. <br />11. PUBLIC HEARINGS <br />The purpose of a Public Hearing is to receive input regarding the item being considered. Public Hearings are not intended to be a <br />time for the public to obtain information about the subject matter of the hearing. (Hearing Sequence: 1st - Staff; 2nd - <br />Applicant/Requesting Party; 3rd - Public; 4th - opportunity for brief rebuttals, if appropriate; Final - City Commission motion, <br />discussion and action.) <br />A. Public Hearing: Second Reading of Ordinance 19-1510 - Amending Chapter 86, Utilities, <br />Article 1, In General and Article II, Sewers of City Code of Ordinances <br />Approval to amend Chapter 86 (Utilities) of the City Code of Ordinances to update the City's Industrial Wastewater <br />Pretreatment Program in accordance with the Florida Department of Environmental Protection requirements is <br />requested. <br />B. Public Hearing: Second Reading of Ordinance 19-1511 - Oxford Park Overlay District <br />Standards <br />Approval to create Section 2-7.34, the Oxford Park Overlay District Standards, amend Section 2-4.3, the Official <br />Zoning Map to establish the Overlay District, and amend Section 5-21.2, Definition of Terms to define terms as they <br />relate to the new district is requested. <br />12. OTHER ITEMS <br />A. Award of SOQ-2018-0382 and Agreement with Bentley Architects + Engineers, Inc. for <br />Design Services for Public Works Department Complex and Related Budget Amendment <br />#19-040 <br />Approval to award SOQ-2018-0382 and an Agreement for Design Services for the Public Works Department <br />Complex to Bentley Architects + Engineers, Inc. in the amount of $758,537.93 and related Budget Amendment #19- <br />040 is requested. <br />B. Award of SOQ-2019-0411 and Contract Agreement with Wharton -Smith, Inc. for <br />Construction Manager at Risk Services for Public Works Department Complex <br />Approval to award SOQ-2019-0411 and a Contract Agreement for Construction Manager at Risk services for the <br />Public Works Department Complex to Wharton -Smith, Inc., commencing with pre -construction services in the <br />amount of $61,656.80, is requested. <br />C. Discussion: Guidance Regarding "Design Speed = Posted Speed" <br />Due in part to recent recommendations from transportation consultant Mark Fenton, staff is seeking guidance from the <br />City Commission regarding the implementation of a "design speed = posted speed" policy for the design and <br />maintenance of City streets, particularly concerning lane widths and use of centerline striping. <br />13. CITIZENS' COMMENTS <br />Persons who wish to make comment or make inquiry on any matter NOT ON THIS AGENDA may do so at this time. Please <br />raise your hand and when recognized by the Mayor, come forward to the microphone, give your name and address and speak <br />briefly on the matter. All comments must be directed to the Mayor or City Commission as a whole, not an individual City <br />Commissioner, a City staff member or another member of the audience. Citizens may be heard during PUBLIC HEARINGS or <br />at any time any agenda item is before the City Commission for consideration by following the same procedure described above. <br />14.
