Community Redevelopment Agency Minutes
January 28, 2019
3. The resolution recommends that the CRA request the City Commission to pursue the acquisition of the
property identified in the master plan to secure a future location for parking for the City's immediate
needs and to expand well into the future.
In response to the Board's question, Ms. Hanna explained that the resolution provides funding but does not
commit to any of the parking options discussed in today's presentation. Ms. Hanna explained that the 2016 CRA
Redevelopment Plan Update identified that the CRA would have approximately $11 million in Tax Increment Funding
(TIF) at the sunset of the CRA's term. She said the CRA Redevelopment Plan Update identified three or four
projects that could be funded with the TIF money. Ms. Hanna said one of the projects was to provide $1 million for
the acquisition of land for parking at Lake Concord Park. She said an additional project identified was the funding for
the construction of the structured parking.
Ms. Glancy asked for a motion for the Lake Concord Parking Master Plan Report. Mr. Aramendia made a
motion to adopt the resolution as presented. Mr. Hufford seconded the motion. The motion passed unanimously by
voice vote.
Sixth Item: Other Business.
Ms. Hanna provided a status update on the surveying services for the Community Redevelopment District
boundaries. She said Southeastern Surveying was hired in 2018 to review the discrepancies between the CRA
boundaries from 1995, 1998 and 2003. She said there is a significant discrepancy between the 1995 and the 2003
boundary. She said that the 1995 and the 1998 boundaries are the same. Ms. Hanna said the 2003 boundary was
actually the boundary for the design standards and it did not change the legal description of the actual CRA
boundary. She said staff is working with the 1995 boundary at this time. Ms. Hanna stated that the City Attorney and
the Surveyor are now trying to determine the properties that should be removed that were part of Seminole County
originally when the 1995 boundary was created. Ms. Hanna explained that staff would present an amended CRA
boundary in the future with a new legal description. She said the 2003 legal description was merely the boundary for
the overlay design standards, which allows staff to take the new boundary and apply it to the design standards, and it
would not change any TIF money. She said it would ensure the CRA Design Standards that were in place in 2003
now encompasses all the properties that are legally within the 1995 boundary and within the City limits of
Casselberry.
