RESOLUTION 19-3089 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, CONFIRMING THE CITY OF <br />CASSELBERRY'S PARTICIPATION IN THE BEST FOOT FORWARD <br />FOR PEDESTRIAN SAFETY PROGRAM; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE. <br />WHEREAS, Best Foot Forward (BFF) For Pedestrian Safety program is a communitywide, <br />grassroots initiative to make walking safer by changing drivers' behavior utilizing a "3E" <br />methodology of low-cost Engineering, high -visibility Enforcement and dynamic public Education, <br />measured by increasing driver yield rates at marked crosswalks; and <br />WHEREAS, BFF is a regional coalition of civic leaders, public safety officials, engineers, <br />transportation planners, educators, health care professionals, advocates, local businesses, and <br />concerned citizens whose mission is to reduce pedestrian injuries and deaths; and <br />WHEREAS, the coalition recognizes that the Orlando -Kissimmee MSA (Metropolitan <br />Statistical Area) has been designated the number one most dangerous metro area for pedestrians in <br />multiple Dangerous by Design reports published by Smart Growth America, which is a result of <br />our region's history of designing roads for speed and convenience, not walking or biking; and <br />WHEREAS, the BFF program complements the City of Casselberry's adopted Complete <br />Streets Policy and Design Guidelines, which envisions a "safe, reliable, efficient, integrated and <br />connected multimodal transportation network that will provide access, mobility, safety and <br />connectivity for all users while supporting a vibrant local community." <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. The above recitals are true and incorporated as legislative findings. <br />SECTION II. The City Commission of the City of Casselberry hereby confirms the City <br />shall participate in the BFF coalition as a member. As a member, the City shall appoint a BFF <br />liaison to ensure support and participation of local enforcement agencies and stakeholders; <br />participate in enforcement training; participate in regular coalition meetings; and work with the <br />coalition to establish criteria for locating and monitoring crosswalks. These steps will aid in the <br />goal of increasing driver yield rates at marked crosswalks by changing drivers' behavior and, <br />therefore, creating safer walking conditions. <br />SECTION III. The City Commission of the City of Casselberry hereby confirms the City <br />will work with the coalition to inform the citizenry regarding pedestrian laws, and will provide <br />information to residents and visitors about safe and legal walking and biking techniques.
