FINANCIAL STATUS & GENERAL FUND FORECAST <br />Presentation: City Manager Randy Newlon gave a presentation documenting the City's current financial <br />status and general fund 10 -year forecast which included the following components: <br />City Wide Overview of Major Funds <br />General Fund Analysis and Projections <br />o Assumptions for Projections <br />o Projected Millage Rates (FY2019-FY2028) <br />o Projected Ad Valorem Tax Levy <br />o Revenues vs. Expenditures <br />o Fund Balance vs. Emergency Reserve <br />o Questions or Comments for Discussion <br />Mayor Glancy left the multi-purpose room at 9:43 a.m. Mayor Glancy returned to the multi-purpose room at <br />9:46 a. m. <br />Commissioner Busch left the multi-purpose room at 9:5 7 a. in. <br />5. ECONOMIC DEVELOPMENT <br />Presentation: Community Development Director Chris Bowley gave a presentation relating to economic <br />development within the City which included the following components: <br />Defining economic development in Casselberry <br />o How does the City guide and foster economic development? <br />■ Investing in public infrastructure to promote private development <br />■ Existing infrastructure is strength for development/redevelopment <br />■ City has water/sewer capacity for growth <br />■ Improving stormwater management network <br />■ Upgraded streetlights through Street Lighting Program <br />■ Invest in public safety <br />• Adopt current land use policies that supports development (land use, zoning, <br />etc.) <br />■ Regulations that allow flexibility & maximum development potential <br />■ Build on strengths, remove weaknesses and add efficiencies for permitting <br />■ Be fair, efficient, and focus on customer service <br />Commissioner Busch returned to the multipurpose room at 10:00 a.m.. <br />
