<br />AMENDING CHAPTER FIVE, ARTICLE XXI, SECTION 5-21.2 TO ADD
<br />DEFINITIONS OF SELF -STORAGE, LIMITED ACCESS, SELF -STORAGE,
<br />MULTI-ACCESS AND SERVICE WAREHOUSING, AND DELETING
<br />DEFINITION OF MINIWAREHOUSE; AMENDING CHAPTER TWO,
<br />ARTICLE V, TABLE 2-5.3 , LAND USE BY DISTRICT TO REGULATE
<br />SELF -STORAGE, LIMITED ACCESS AND SELF -STORAGE, MULTI-
<br />ACCESS; AMENDING CHAPTER TWO, ARTICLE V, TABLE 2-5.4, SIZE
<br />AND DIMENSION REGULATIONS TO REGULATE THE FLOOR AREA
<br />RATIO WITHIN THE COMMERCIAL GENERAL ZONING DISTRICT;
<br />AMENDING CHAPTER TWO, ARTICLE VII, SECTION 2-7.23 PROVIDING
<br />FOR SPECIFIC CRITERIA FOR SELF -STORAGE, LIMITED ACCESS
<br />FACILITIES; AMENDING CHAPTER TWO, ARTICLE VII, SECTION 2-7.24
<br />PROVIDING FOR SPECIFIC CRITERIA FOR SELF -STORAGE, MULTI-
<br />ACCESS FACILITIES; AMENDING CHAPTER THREE, ARTICLE XV,
<br />SECTION 3-15.2 PROVIDING A PARKING REQUIREMENT FOR SELF -
<br />STORAGE, MULTI-ACCESS AND SELF STORAGE, LIMITED ACCESS;
<br />PROVIDING FOR PURPOSE AND INTENT; PROVIDING FOR
<br />CODIFICATION, CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE.
<br />WHEREAS, the self -storage industry was developed in the early 1970's in an effort to
<br />accommodate the storage needs for a variety of users. These users were generally contractors
<br />and small business owners that would operate their business directly from the rental units.
<br />Early types of facilities were primarily found in industrial zoned districts; and
<br />WHEREAS, over several decades, the industry has matured into two different types of
<br />facilities; self -storage, limited -access and self -storage multi-access; and
<br />WHEREAS, the self -storage, limited -access use is generally located on major arterial
<br />roads within highly visible commercial/retail areas, is designed with climate controlled buildings
<br />constructed of masonry or concrete exteriors with architectural features to blend with the
<br />surrounding commercial area, caters to the commercial and residential user, and users generally
<br />store seasonal sporting goods, excess household furniture, records/documents and seasonal stock,
<br />requiring additional security and protection from humidity and extreme temperature; and
<br />WHEREAS, the self -storage multi-access use is generally located within the industrial
<br />areas, is a group of single story buildings which can be both climate and non -climate controlled
<br />buildings, caters to the more intense industrial user, and generally users store industrial and
<br />mechanical equipment, antique automobiles and contractor's equipment, requiring security, but
<br />less protection from environmental elements; and
<br />WHEREAS, the service warehouse use is a tract of land that is developed and operated
<br />as integrated facility for a number of individual industrial and commercial service uses, with
<br />consideration to transportation facilities, circulation, parking utility needs, aesthetics, and
<br />compatibility; and
