RESOLUTION 18-3027 <br />A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, <br />ESTABLISHING AN INTERLOCAL AGREEMENT WITH SEMINOLE <br />COUNTY, FLORIDA FOR ACTIVITIES TO PLAN AND CARRY OUT THE <br />COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT <br />PROGRAM, THE HOME INVESTMENT PARTNERSHIP PROGRAM AND <br />THE EMERGENCY SOLUTIONS GRANT PROGRAM ON BEHALF OF <br />THE CITY; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE. <br />WHEREAS, the Housing and Community Development Act of 1974 allows for <br />municipalities to partner with their county governments for the planning and implementation of <br />certain community development and housing assistance programs provided through the State and <br />Federal Governments; and <br />WHEREAS, the City desires to partner with Seminole County Government in order to plan <br />and implement the utilization of the Community Development Block Grant Entitlement Program, the <br />Home Investment Partnership Program and the Emergency Solutions Grant Program for the residents <br />of Casselberry; and <br />WHEREAS, Part 1, Chapter 163, Florida Statutes allows these types of Interlocal <br />agreements. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION 1. The City Commission authorizes the Mayor to execute the "Community <br />Development Block Grant Cooperation Agreement" attached as Exhibit A, and made a part hereof. <br />SECTION 2. The City Commission hereby accepts the terms and conditions as presented in <br />said Agreement attached as Exhibit A. <br />SECTION 3. Conflicts. All Resolutions or parts of Resolutions in conflict with any of the <br />provisions of this Resolution are hereby repealed. <br />SECTION 4. Severability. If any Section or portion of a Section of this Resolution proves <br />to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair the validity, <br />force, or effect of any other Section or part of this Resolution. <br />SECTION 5. Effective Date. This Resolution shall become effective immediately upon its <br />passage and adoption. <br />
