ORDINANCE 18-1489 <br />AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO <br />AMEND THE CITY OF CASSELBERRY COMPREHENSIVE PLAN BY <br />PROVIDING FOR A CHANGE OF THE FUTURE LAND USE <br />DESIGNATION OF NINE PARCELS FROM CITY OF CASSELBERRY <br />INDUSTRIAL (I) TO CITY OF CASSELBERRY RECREATION AND <br />OPEN SPACE (ROS) AND CHANGING THE FUTURE LAND USE <br />DESIGNATION OF FIVE PARCELS FROM CITY OF CASSELBERRY <br />INDUSTRIAL MEDIUM (I -M) TO CITY OF CASSELBERRY <br />RECREATION AND OPEN SPACE (ROS), ALL PARCELS GENERALLY <br />LOCATED ALONG NORTH WINTER PARK DRIVE AND TOTALING <br />APPROXIMATELY 13 ACRES AS DESCRIBED IN SECTION I OF THIS <br />ORDINANCE; PROVIDING FOR TRANSMITTAL OF THE PLAN <br />AMENDMENT TO THE DEPARTMENT OF ECONOMIC <br />OPPORTUNITY; PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />AN EFFECTIVE DATE. <br />WHEREAS, the City of Casselberry desires to increase the amount of park lands, <br />recreational facilities, and open space preservation areas; and <br />WHEREAS, the City Commission recently accepted the Parks, Recreation, Pathways, and <br />Open Spaces Master Plan (PRMP). The proposed amendment is consistent with the PRMP and <br />will assist the City in achieving the goals set forth in the plan; and <br />WHEREAS, the City of Casselberry aspires to achieve the adopted level of service (LOS) <br />for Recreation and Open Space necessary to accommodate future population growth; and <br />WHEREAS, properties provided in Section I of this Ordinance are greater than 10 acres, <br />requiring a large-scale amendment to the Comprehensive Plan; and <br />WHEREAS, to allow for appropriate future development, such properties should be <br />developed consistent with the land uses of neighboring parcels; and <br />WHEREAS, Section 163.3184, Florida Statutes, establishes a process for adoption of <br />comprehensive plans or plan amendments; and <br />WHEREAS, the Planning and Zoning Commission/Local Planning Agency has held a <br />public hearing with due public notice to consider this Future Land Use Map amendment; and <br />WHEREAS, a public hearing considering amendment of the City of Casselberry Future <br />Land Use Map designations for the properties hereinafter described, has been duly held by the City <br />Commission of the City of Casselberry, Florida, and at such hearing, interested parties and citizens <br />were heard; and <br />WHEREAS, after said public hearing, the City Commission of the City of Casselberry, <br />Florida, considered the Comprehensive Plan Amendment and determined that the Future Land Use <br />designation of the properties shall be established as Recreation and Open Space, as defined in <br />
