Abandonment shall mean the permanent cessation of all uses of a <br />Communications Facility for a period of 180 or more consecutive days; provided <br />that this term shall not include cessation of all use of a facility within a physical <br />structure where the physical structure continues to be used for some purpose or <br />use accessory to the communications facility. By way of example and not <br />limitation, cessation of all use of a cable within a conduit, where the conduit <br />continues to be used, shall not be "abandonment" of a facility in public rights-of- <br />way. A wireless infrastructure provider's failure to have a wireless service <br />provider provide service through a small wireless facility collocated on a utility <br />pole within nine months after the application is approved shall constitute <br />abandonment. <br />Antenna shall mean communications equipment that transmits or receives <br />electromagnetic radio frequency signals used in providing wireless services. <br />Applicable Codes shall mean a uniform building, fire, electrical, <br />plumbing, or mechanical codes adopted by a recognized national code <br />organization or local amendments to those codes enacted solely to address threats <br />of destruction of property or injury to persons, or local codes or ordinances <br />adopted to implement this subsection. The term includes objective design <br />standards adopted by ordinance which may require that a new utility pole <br />replacing an existing utility pole be of substantially similar design, material, and <br />color, or that ground -mounted equipment meet reasonable spacing requirements. <br />The term includes objective design standards adopted by ordinance which may <br />require a small wireless facility to meet reasonable location context, color, stealth, <br />and concealment requirements. <br />As -built plans shall mean final and complete drawings in a format as <br />specified by the City, submitted upon completion of a project, signed and sealed by <br />a professional surveyor or mapper as defined in Section 472.005, F.S., that reflect <br />all changes made during the construction process, and show the exact dimensions, <br />geometry and location of all elements of the work completed under the permit. <br />Base station shall mean a structure or equipment at a fixed location that <br />enables FCC -licensed or authorized wireless communications between user <br />equipment and a communications network. The term does not encompass a <br />communication tower as defined in Section 5-21.2, Unified Land Development <br />Regulations, or any equipment associated with a tower. "Base station" includes, <br />without limitation: <br />1. Equipment associated with wireless communications services such as <br />private, broadcast, and public safety services, as well as unlicensed wireless <br />services and fixed wireless services such as microwave backhaul. <br />2. Radio transceivers, antennas, coaxial or fiber-optic cable, regular and <br />backup power supplies, and comparable equipment, regardless of technological <br />Page 9 of 52 <br />
