As may be necessary or helpful, the City Manager may <br />appoint members of the community or other persons interested in the <br />landscaping or forestry within the City to be on the Tree Advisory Committee. <br />These community member appointments will be made by the Cites eg iat <br />the same time the City Commission makes the annual Board appointments <br />after due advertisement. <br />SECTION 2. Section 3-14.7 Tree Replacement Requirements, of Chapter III, Article XIV, Tree <br />Protection, of the Code of Ordinances, Part III, Unified Land Development Regulations, is hereby <br />amended to read as follows: <br />Section 3-14.7. — Tree replacement requirements <br />(text unchanged) <br />G. Tree Bank alternative <br />1. A Tree Bank fund is established by the City to provide an option to make a fee <br />payment to the City in lieu of providing the required trees on site. Tree requirement covers <br />replacement trees on a site or trees required in accordance with Article XIII — Landscaping <br />2. The Tree Bank alternative may only be utilized as a last resort after all other design <br />alternatives to provide required landscaping and to preserve and/ or replace existing trees <br />have been considered. Property owners must submit an application and a site plan on a <br />form to be provided by the City. <br />3. The applicant must demonstrate that there is insufficient room on the site for <br />required trees due to: <br />a. Existing/proposed trees; <br />b. Existing structures including utility lines; <br />c. Land condition (Topography, soil, etc.); <br />d. Insufficient area for tree to establish; <br />4. A site plan shall be included to demonstrate that there is no room on the site to <br />allow for the mature development of a tree. <br />4-.5. The Planning and Zoning Commission The Administrative Official has the option <br />to accept a cash payment to the Tree Bank in lieu of tree replacement when the <br />Administrative Official finds the applicant has submitted a complete application and has <br />demonstrated that all design alternatives have been exhausted. <br />6. The amount of payment ems€ into the Tree Bank shall be determined by the <br />current wholesale market value published by Central Florida nurseries, plus installation <br />costs to the City, applied to the number of required replacement trees which cannot be <br />reasonably accommodated on site. The wholesale value will be recalculated and adjusted <br />annually on October I st. The payment shall be calculated by dividing the total of the <br />Ordinance 18-1483 <br />Page 2 of 3 <br />
