RESOLUTION 18-3044 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, AUTHORIZING THE SUBMITTAL OF AN <br />APPLICATION TO THE STATE OF FLORIDA DEPARTMENT OF <br />ENVIRONMENTAL PROTECTION RELATING TO FINANCIAL <br />ASSISTANCE FROM THE FLORIDA RECREATION DEVELOPMENT <br />ASSISTANCE PROGRAM FOR THE DEVELOPMENT OF A NEW <br />PARK IN NORTHERN CASSELBERRY UNDER THE WORKING <br />NAME "WHEEL PARK — CASSELBERRY" AND COMMITTING TO <br />AMEND THE CITY'S CAPITAL IMPROVEMENT PROGRAM IF <br />AWARDED FUNDS; PROVIDING FOR CONFLICTS, SEVERABILITY <br />AND EFFECTIVE DATE. <br />WHEREAS, the City of Casselberry's 2017 Parks, Recreation, Pathways, and Open <br />Spaces Master Plan included a recommendation to develop a new park in the northern part of the <br />City; and <br />WHEREAS, the City Commission of the City of Casselberry has committed to preserve <br />the City -owned "Northeast Industrial Park" properties for future park space; and <br />WHEREAS, a proposed City project under the working name "Wheel Park — <br />Casselberry" will provide the first phase of development of the Northeast Industrial Park <br />properties by providing new recreational opportunities for children; and <br />WHEREAS, the purpose of "Wheel Park — Casselberry" is to provide wholesome <br />outdoor recreational activities for the residents of the City of Casselberry, Florida; and <br />WHEREAS, the State of Florida may appropriate funding to assist with the development <br />of the "Wheel Park — Casselberry" Project through the Florida Recreation Development <br />Assistance Program during the Fiscal Year 2018-19. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. The City Commission hereby approves submittal of a grant application to <br />the State of Florida for Fiscal Year 2018-19 to provide financial assistance for the development of <br />a new park in northeast Casselberry under the working name "Wheel Park — Casselberry" for a <br />total of $500,000 (consisting of $250,000 in requested assistance and $250,000 in local funding) <br />and authorizes the City Manager to execute said document on behalf of the City of Casselberry. <br />The City Commission also commits to incorporate the development of the "Wheel Park — <br />Casselberry" project into its Capital Improvement Program, should the project receive State <br />Funding, across City Fiscal Years 2018-2019, 2019-2020, and 2020-2021 to align with the grant <br />time limits required by the State. <br />SECTION II. Conflicts. All Resolutions or parts of Resolutions in conflict with any of the <br />provisions of this Resolution are hereby repealed. <br />SECTION HI. Severability. If any Section or portion of a Section of this Resolution <br />proves to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair the <br />validity, force, or effect of any other Section or part of this Resolution. <br />SECTION IV. Effective Date. This Resolution shall become effective immediately upon <br />its passage and adoption. <br />
