CASSGLBERRY CITY COMMISSION
Alinutes of February 19, 2018 — Pre -Budget Planning Workshop
Page 5 of 6
and issues with signalization; needs for addition of staff in various departments; water supply
requirements; planned walking audit to determine mobility issues city-wide; feasibility of reinstatement
of a canine unit; issues with current body camera system; redaction of exempt information from Police
audio and video records; design standards for new projects; pending legislative initiatives relating to
school security; records storage and retention issues and options; sound acoustic challenges and ADA
(Americans with Disabilities Act) requirements for City Commission Chambers; possible alternate debris
collection sites during storm cleanup; golf course revenues and expenditures; possibility of lighting the
driving range and extending the hours of operation for both the driving range and clubhouse; and the
possibility of including improvements and architectural design standards for development along State
Road 436 in conjunction with planned improvements by Florida Department of Transportation (FDOT).
Mr. Newlon concluded by advising that staff would be going immediately into the budget planning
process and he anticipated additional staff would be requested, but there would not be a request to raise
the Inillage rate. He added that the City would continue to take advantage of whatever opportunities for
improvements and funding options were available and staff would continue to aggressively pursue
implementation of the Parks Master Plan and see where that would lead. He noted that staff would bring
suggestions for prioritization of projects back to the City Commission at a future date.
The City Commission as a whole commended staff for the work done in bringing such informative
presentations to the workshop, and also on working to development partnerships with outside agencies.
Public Works Director Mark Gisclar brought to the City Commission's attention a request from Mrs.
Hatton and Mrs. Wilson, the two homeowners at the end of Triplet Lake Drive whose properties abutted
the landscaping improvements made to the boat ramp area, to reset the lighting to be on from dusk until
dawn. He and Mr. Newlon advised that the request would be brought forward for City Commission
consideration at an upcoming regular meeting.
8. CITIZENS' COMMENTS
The following individual calve forward:
Mr. John Casselberry, 700 South Lost Lake Lane, expressed some concerns about the
expense and feasibility of smart meters and inquired whether the Police Department still
had a K-9 Unit. Chief Krantz advised the City currently did not have a K-9 Unit.
No one else came forward.
9. ADJOURNMENT
Mayor Glancy adjourned the Pre -Budget Planning Workshop at 3:28 p.m.
