11. PUBLIC HEARINGS The purpose of a Public Hearing is to receive input regarding the item being considered. Public Hearings are not intended to be a time for the public to obtain information about the subject matter of the hearing. (Hearing Sequence: 1st - Staff; 2nd - Applicant/Requesting Party; 3rd - Public; 4th - opportunity for brief rebuttals, if appropriate; Final - City Commission motion, discussion and action.) A. Public Hearing: Second Reading of Ordinance 18-1483 - Amending Article XIV, Tree Protection (LPA 17-09) Ordinance 18-1483 provides for amending multiple sections of Article XIV, Tree Protection, of the City Code of Ordinances to modify language as it relates to members of the City Tree Advisory Committee and modifying Tree Bank payment language. B. Public Hearing: Second Reading of Ordinance 18-1485 - Amending Chapter 68, Roadway and Utility Construction Ordinance 18-1485 provides for amending Chapter 68, Roadway and Utility Construction, as it relates to wireless communication facilities. C. Public Hearing: Second Reading of Ordinance 18-1486 - Amending Section 2-7.36 Communication Tower, Communication Antenna, and Wireless Communication Facility Regulations Ordinance 18-1486 provides for amending Section 2-7.36 "Communication Tower, Communication Antenna, and Wireless Communication Facility Regulations" and Section 5-21.2 "Definitions and Terms" as it relates to Federal and State requirements for wireless communication facilities. D. Public Hearing: First Reading of Ordinance 18-1488 - Amending Section 2-7.28, Industrial -Medium Design and Performance Guidelines (LPA 18-10) E. Public Hearing: First Reading of Ordinance 18-1489 - Amending the Future Land Use Designation of Properties Located Along North Winter Park Drive (LPA 18-07) Ordinance 18-1489 provides for approval on first reading to amend the Future Land Use Map designation from Industrial (I) and Industrial -Medium (I -M) to Recreation and Open Space (ROS) for fourteen (14) properties located along North Winter Park Drive. F. Public Hearing: Resolution 18-3043 - Street Lighting Final Assessment Resolution Resolution 18-3043 provides for consideration of the Street Lighting Final Assessment Resolution for the implementation of the street lighting service assessment for fiscal year 2019. 12. OTHER ITEMS A. Tentative Tax Rate for Fiscal Year 2018/2019 Consideration to set the tentative millage rate for Fiscal Year 2018/2019 (FY 2019) at 3.0519 mills is requested. B. Board Appointments - Lakes Management Advisory Board 13. CITIZENS' COMMENTS Persons who wish to make comment or make inquiry on any matter NOT ON THIS AGENDA may do so at this time. Please raise your hand and when recognized by the Mayor, come forxard to the microphone, give your name and address and speak briefly on the matter. All comments must be directed to the Mayor or City Commission as a whole, not an individual City Commissioner, a City staff member or another member of the audience.
