Planning & Zoning Commission/ <br />Local Planning Agency <br />January 10, 2018 <br />Page 8 <br />Tenth Item of Business: LPA 17-10 Major Thoroughfare Mixed Use Footnote. An ordinance to amend Section <br />2-4.2 and Section 2-8.1, removing exemption language provided to properties having a Future Land Use <br />designation of Major Thoroughfare Mixed Use. <br />Ms. Emily Hanna, Chief Planner, reviewed the information provided in her memorandum dated January 10, <br />2018, and a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a copy of the <br />PowerPoint presentation is attached and made a part of the minutes). Ms. Hanna said staff requests the Planning <br />and Zoning Commission provide a favorable recommendation to the City Commission for LPA 17-10. <br />Mr. Henson asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, <br />the request. No one came forward. <br />Mr. Henson asked for a motion to address LPA 17-10. Mr. Bryan made a motion that the Planning and <br />Zoning Commission recommend approval of LPA 17-10 and hereby amend Section 2-4.2, Future Land Use Map <br />designations and corresponding zoning districts, Table 2-4.2, Future Land Use Map Designations and Zoning <br />Districts of Chapter II, Article IV, Comprehensive Plan Implementation, of the Code of Ordinances, Part III, Unified <br />Land Development Regulations, and Section 2-8.1, Purpose and intent, of Chapter II, Article VIII, Nonconforming <br />Uses and Noncompliant Structures, of the Code of Ordinances, Part III of the Unified Land Development Regulations <br />including Attachment A. Mr. Van Meter seconded the motion. The motion passed unanimously by voice vote. <br />Eleventh Item of Business: Other Business. <br />Ms. Emily Hanna, Chief Planner, introduced Mr. Mark Campbell, Code Compliance Supervisor, to the <br />Commission. The Top Ten Code Violations handout and information on Citizenserve were distributed to the <br />Commission (copies are attached and made a part of the minutes). Mr. Campbell said they are trying to change the <br />standard of Casselberry. He said in the last year Code Compliance staff did a sweep of the corridor and there has <br />been some parking lot restoration. He said unfortunately due to Hurricane Irma a 90 -day grace period was given to <br />businesses and homeowners to deal with storm damage. <br />He said Code Compliance Staff is currently conducting a more comprehensive sweep of the corridor. He <br />said staff has a lot of work to do but change is coming. He said that Code Compliance staff would be visiting all the <br />commercial businesses in the City to determine compliance with their Business Tax Receipt. <br />
