Community Redevelopment Agency Minutes <br />May 14, 2018 <br />Page 2 of 3 <br />Fourth Item of Business: Lake Concord Parking Study <br />Ms. Emily Hanna, Chief Planner, said staff is requesting a financial commitment from the CRA for a parking <br />study at Lake Concord Park for $47,260. She said in 2016 the CRA updated its redevelopment plan and identified a <br />parking structure as a potential project to be funded by the CRA. Ms. Hanna said before the CRA can begin <br />constructing a parking structure, a study must be conducted to determine the number of parking spaces necessary to <br />support existing park users, City Hall and future growth of Lake Concord Park. <br />Ms. Hanna said the parking study would help identify the parking needs for the area and recommend <br />updates to the parking requirements for Lake Concord Park Overlay District, in addition to the City's Unified Land <br />Development Regulations requirements. She said the parking study would further the construction of the additional <br />parking spaces as outlined as a funded project in the CRA's Redevelopment Plan. <br />Ms. Hanna explained that the Lake Concord parking study would be completed by Kittelson and Associates <br />through the Transportation Planning and Engineering SOQ. She said that a budget amendment for $8,389 from the <br />Other Non -Operating Source Account is required to provide adequate funding for the project. <br />In response to the Board's question, Ms. Hanna stated that the scope is divided into three phases. She said <br />the study would review existing conditions of Lake Concord Park, review the transportation infrastructure, determine <br />an area for structured parking and provide recommendations to the City. <br />In response to the Board's question, Ms. Hanna said the vendor has been provided the study from ACi <br />regarding possible changes to the Police Station site. <br />Mr. J. P. Reasonor, Kittelson and Associates, 225 East Robinson Street, Orlando, Florida came forward. <br />Mr. Reasonor said about 15 years ago he worked on the City's Downtown Master Plan for the CRA, the design of the <br />old roundabouts and the concept design of Lake Concord Park. In response to the Board's question, Mr. Reasonor <br />said that Kittelson and Associates is a transportation, planning and engineering firm. He said the work would involve <br />obtaining and analyzing the data and provide an understanding of the numbers. Mr. Reasonor said his company <br />transfers the numbers into action items and implementable things. <br />
