Appointment of Parks & Recreation Advisory Board Alternate Member <br />City Clerk Donna Gardner advised that one of the applicants, Ms. Shannon Littrell, was present at the <br />meeting, but had requested that her application for consideration be withdrawn. She added that <br />unfortunately, due to late notice, the other two applicants were not present, but both had addressed the <br />Commission earlier in the year at the January 22, 2018 meeting when annual board appointments were <br />being considered. <br />MOTION: Commissioner Solomon moved to appoint Ms. LeAnn Nash to serve as the <br />Parks and Recreation Advisory Board alternate member for a first full term, <br />term effective to January 31, 2020. Motion was seconded by Commissioner <br />Hufford. Motion carried unanimously by voice vote 5-0. <br />13. CITIZENS' COMMENTS <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy announced the rules of <br />decorum. The following individuals came forward: <br />1. Mr. Dan McCoy, 522 Old England Loop, Sanford, shared concerns and dissatisfaction <br />regarding an insurance claim he and his wife had filed with the City for damage to their <br />car resulting from rebar protruding from the parking stops in the parking lot at Lake <br />Concord Park. He requested that the City resolve the issue and make things right for him, <br />and submitted copies of estimates and photographs to the City Clerk for the record. <br />2. Mr. Dan Hale, 325 Southcot Drive, voiced concerns about traffic safety issues along <br />Southcot Drive and suggested what he felt could be several short-term and economical <br />solutions to those issues which could be implemented until budgets and staffing allowed <br />for more permanent solutions. <br />3. Mr. Larry Littrell, 124 North Lost Lake Lane, expressed concerns about delays in the <br />timeline for funding and implementation of improvements proposed in the Parks Master <br />Plan, including his opposition to bundling those proposed improvements with other <br />projects, including relocation or redevelopment of the current Police Department site. <br />No one else came forward. <br />14. CITY MANAGER'S REPORT <br />A. Procurement Information Report for the Period March 1, 2018 through March 31, <br />2018 <br />Mr. Newlon advised that the Procurement Information Report for the month of March 2018 was contained <br />
