Resolution 18-3021 — FY 2018 Second Quarter Budget Amendments and Transfers <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE ANNUAL <br />OPERATING BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL YEAR <br />BEGINNING OCTOBER 1, 2017 AND ENDING SEPTEMBER 30, 2018; PROVIDING FOR AN <br />EFFECTIVE DATE." <br />Introduction: Resolution 18-3021 revises and amends the annual operating budget of the City of <br />Casselberry as approved on September 25, 2017 through Resolution 17-2990 for the fiscal year beginning <br />October 1, 2017. <br />Budget Impact: The Second Quarter Budget Amendment spreadsheet details changes to the budget as a <br />result of Budget Amendments adopted by the City Commission at various meetings during the second <br />quarter of Fiscal Year 2018. The Second Quarter Budget Transfer spreadsheet details changes made to the <br />budget within each department as approved by the City Manager. A copy of the City of Casselberry FY <br />2018 Budget Second Quarter Budget Amendments spreadsheet is attached to Resolution 18-3021. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 18- <br />3021. <br />C. Resolution 18-3022 — Authorization to Request Debt Financingthrough hrough the Florida <br />Department of Environmental Protection State Revolving Fund Program for Smart <br />Meter Planning <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA <br />AUTHORIZING THE SUBMITTAL OF A LOAN APPLICATION TO OBTAIN PRJECT <br />FINANCING UNDER THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION <br />STATE REVOLVING FUND (SRF) PROGRAM FOR PLANNING OF THE SMART METER <br />CONVERSION PROJECT; FURTHER AUTHORIZING THE CITY FINANCE DIRECTOR TO <br />EXECUTE THE APPLICATOIN; PROVIDING FOR CONFLICTS, SEVERABILITY AND AN <br />EFFECTIVE DATE." <br />Introduction: Resolution 18-3022 approves the authorization to apply for financial assistance from the <br />Florida Department of Environmental Protection State Revolving Fund (SRF) Program for the planning of <br />the smart meter conversion project, and authorizes the Finance Director to execute said document(s) on <br />behalf of the City. <br />Budget Impact: There is no impact to the City budget at this time. <br />Recommendation: The City Manager and the Finance Director recommended approval of Resolution 18- <br />3022. <br />Note: This item was removed from the Consent Agenda and considered separately. <br />
