CASSELBERRY CITY COMMISSION <br />Minutes of December 11, 2017 — Regular Meeting <br />Page 7 of 15 <br />BA #18-012 <br />Explanation of Request: This item seeks City Commission approval for the Police Department to donate <br />$750 from State Law Enforcement Trust Funds to the Central Florida Chapter of Concerns of Police <br />Survivors. <br />Account Number Account Description Amount <br />Increase: <br />104-0610-521.82-00 Aids to Private Organizations $750 <br />104-0000-389.90-00 Other Non -Operating Sources $750 <br />Recommendation: The City Manager and the Police Chief recommended approval of the donation to the <br />Central Florida Chapter of Concerns of Police Survivors in the amount of $750 and related Budget <br />Amendment # 18-012. <br />I. Acceptance of U.S. Department of Justice COPS Grant Award for FY 2017-2018 <br />Introduction: Consideration to accept the U.S. Department of Justice COPS Grant in the amount of <br />approximately $325,967 over a three-year period for the hiring of three new entry level career law <br />enforcement officers in order to increase community policing capacities and support crime prevention <br />efforts is requested. <br />Background: The COPS Hiring Program (CHP) is a competitive grant that is open to all state, local and <br />tribal law enforcement agencies with primary law enforcement authority. The U.S. Department of Justice <br />has allocated approximately $137 million in funding for FY 2017-2018. <br />The FY 2017-2018 COPS Grant CHP award will cover up to 75% of the approved entry-level salary and <br />fringe benefits of each newly hired sworn career law enforcement officer over the three (3) year award <br />period. The grant requires a minimum 25% local funding match with a maximum federal share of $125,000 <br />per officer position. Grant funding will be $325,967 with a City match of $108,655 entry-level salary and <br />fringe benefits for three (3) full-time sworn officers. <br />Budget Impact: The budget impact will include the recognition of new grant revenue against the additional <br />cost to carry the three new officers. It may be necessary to formally authorize the creation of more positions <br />also. More information is needed before the City can accurately measure the budget impact for FY 2018. <br />This matter will be brought back to the City Commission in January. <br />Recommendation: The City Manager and the Police Chief recommended approval to accept the COPS <br />Grant funds in the amount of approximately $325,967. <br />Audience Participation: No one came forward to address the Consent Agenda. <br />MOTION: Commissioner Solomon moved to approve the Consent Agenda, as <br />presented. Motion was seconded by Commissioner Hufford. Motion carried <br />unanimously by voice vote 5-0. <br />
