CASSELBERRY CITY COMMISSION <br />Minutes of July 24, 2017 — Workshop <br />Page 3 of 4 <br />- Aquatic plant management <br />- Purpose of telemetry (collection of data from remote or inaccessible points and transmission <br />to receiving stations for monitoring) and benefits to Lake Kathryn and surrounding areas <br />- Possibility of moving telemetry remote collection of data project for homes located within a <br />flood plain from FY 19 to FY 18 <br />- Possibility of keeping the Gee Creek Weir open for longer periods and possible effects on <br />surrounding areas <br />- Possibility of cost sharing with Seminole county <br />- Benefits of telemetry from an emergency management standpoint <br />- Funding options for moving the telemetry project to FY 18 <br />- Lake access for lake -wide holistic approach to aquatic plant and lake management purposes, <br />not individual shoreline management for lakefront property owners. <br />- Bathymetry (study of underwater depth of lake or ocean floor) and Seminole County water <br />atlas and reasons for inclusion of some but not all of the City's lakes <br />- Possibility of doing some bathymetry in-house when new technology and funds are available <br />- LMAB recommendation that if the largest percentage of a lake is located within the City, the <br />City should take on the lake management responsibility for the whole lake <br />CONSENSUS: Commission agreed by consensus to support the recommendations of <br />staff contained in the proposed Stormwater & Lakes Management <br />Master Plan, and to direct staff to work toward moving the planned <br />telemetry project from the Fiscal Year 18-19 Budget into the Fiscal <br />Year 17-18 Budget if feasible and funding is available. <br />Mayor Glancy thanked Dr. Brock, Mr. Yeargain, Ms. DiClementi, Natural Resources Officer Marissa Williams <br />and all staff who had input into the presentation and the proposed Stormwater and Lakes Management Master <br />Plan. <br />4. CITIZENS' COMMENTS <br />The following individuals came forward to address the Review of Draft Stormwater & Lakes Management <br />Master Plan: <br />1. Mr. Felix Kreskey, 822 Dogwood Lane, Lake Kathryn Estates, thanked the City for all that <br />had been done to help the Lake Kathryn community, but expressed some concerns about a <br />survey crew recently working in the area in preparation of a flood plain plan, and how <br />determination of the flood plain may affect the community. Mayor Glancy advised that Dr. <br />Brock and staff would be happy to address his concerns and answer questions after the <br />workshop. <br />2. Mr. John Casselberry, 700 South Lost Lake Lane, voiced concerns about how telemetry <br />would affect flood calculations for the Lake Kathryn area in the event of a major storm event <br />such as Tropical Storm Fay. <br />No one else came forward. <br />
