CASSELBERRY CITY COMNIISSION <br />Minutes of September 12, 2017 — Special Meeting <br />Page 2 of 6 <br />Meadows. Commissioner Meadows' Excuse of Absence was considered and approved as Agenda Item No. 4 <br />later in the meeting. <br />4. EXCUSE ABSENCE OF COMMISSIONER ANDREW <br />MEADOWS <br />Introduction: Commissioner Andrew Meadows has advised that he will be absent $•om the September 12, <br />2017 Special City Commission meeting due to a personal emergency. He respectfully requests that his absence <br />be excused by the City Commission. <br />MOTION: Vice Mayor Aramendia moved to approve the Excuse of Absence of <br />Commissioner Meadows. Motion was seconded by Commissioner Solomon. <br />Motion carried unanimously by voice vote 4 -0. <br />5. UPDATE STATUS REPORT r O <br />HURRICANE IRMA <br />Staff Presentation: City Manager Randy Newlon reminded the Commissioners that a State of Public <br />Emergency had been declared by him as of 6:00 p.m. on Saturday, September 9, 2017 due to weather <br />conditions imminent with Hurricane Irma and that the City's emergency operations center (EOC) had been <br />activated in response to this weather emergency. He then introduced the City's Incident Commander, Police <br />Chief Larry Krantz, who gave a report highlighting the measures taken from initial monitoring of the storm to <br />performing post -storm evaluations, which included: <br />• City -wide notification to employees and residents with emergency preparedness information; <br />• Planning for deployment of generators to strategic intersections; <br />• Planning for emergency personnel staffing; <br />• Continuous communications with Seminole County Emergency Operations Center and <br />monitoring of the storm's progress; <br />• Communications with residents regarding the possibility of evacuations of low -lying areas, <br />mobile homes and special needs residents; <br />• Activation of additional patrols; <br />• Relay of various messages and executive orders from Seminole County Office of Emergency <br />Management, including curfew and evacuation orders and subsequent lifting ofthose orders; <br />• Post storm assessment which revealed: <br />• no reports of serious injuries or crimes; <br />• no significant damage to city infrastructure; <br />• downed power lines and trees; <br />• significant debris but minimal damage to structures; <br />• increased water levels but minimal flooding even in light of approximately 10 -12 <br />inches of rainfall; <br />• minor damage and loss of power to lift stations necessitating use of both permanent <br />
