F. Seminole County Redevelopment Planning Agency Report 9. RESOLUTIONS — None 10. FIRST READING OF ORDINANCES — None 11. PUBLIC HEARINGS The put -pose of a Public Hearing is to receive input regarding the item being considered. Public Hearings are not intended to be a time for the public to obtain information about the subject matter of the hearing. (Hearing Sequence: 1st - Staff; 2nd - Applicant/Requesting Party; 3rd - Public; 4th - Opportunity for brief rebuttals, if appropriate; Final - City Commission motion, discussion and action.) A. Public Hearing: Resolution 17-2980 - Tentative Millage Rate for FY 2017/2018 Resolution 17-2980 provides for adoption of the "tentative" millage rate for the Fiscal Year 2017-2018 at 3.1201 mills. B. Public Hearing: Resolution 17-2981- Tentative Operating Budget for Fiscal Year 2017-2018 Resolution 17-2981 provides for adoption of the "tentative" budget for the Fiscal Year 2018. The total City-wide budget requested is $51,839,075. C. Second Reading of Ordinance 17-1469 - Amending Sections of City Code, Chapter 86, Utilities Ordinance 17-1469 provides for proposed utility rate modifications to the City Code, Chapter 86, Utilities. 12. OTHER ITEMS A. Legacy Place, a Development of Community Impact Site Plan Review (SPR 16-18) Consideration to approve the site plan for Legacy Place (SPR 16-18), a 69 unit townhome project located on the northeast corner of Murphy Road and Seminola Boulevard within the Seminola Boulevard Overlay District, is requested. 13.
