do not exceed appropriated levels for such departments or funds, or use contingency funds, or <br />authorize additional capital outlay for non -emergency purposes. <br />SECTION III. Quarterlyget Amendment Process. The City Manager, on a <br />quarterly basis, will provide an updated balance for City Commission reference information <br />purposes as to budgetary changes authorized by the Commission, and appropriate budget <br />amendment resolutions reflecting City Commission actions in this regard. <br />SECTION IV. Continued Information and Invoice Processing. The City Commission <br />will have available for their review budget to actual information on a month -to -date and year-to- <br />date basis. Invoice information for attorney fees and legal services will be submitted to the City <br />Commission for approval prior to payment. <br />SECTION V. Additional Capital Outlay Items. Any additional capital outlay items <br />(non -emergency) as defined in the Capital Asset Policy not specifically authorized by the City <br />Commission in the budget will require pre -approval by the City Commission prior to their <br />purchase pursuant to the Purchasing Policy. In the event a capital outlay purchase is required <br />due to an emergency, the City Manager shall notify the City Commission at their next available <br />meeting. <br />SECTION VI. Conflicts. All Resolutions or parts of Resolution in conflict with any of <br />the provisions of this Resolution are hereby repealed. <br />SECTION VII. Severability. If any Section or portion of a Section of this Resolution <br />proves to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair the <br />validity, force, or effect of any other Section or part of this Resolution. <br />SECTION VIII. Effective Date. This Resolution shall become effective immediately <br />upon its passage and adoption. <br />PASSED and ADOPTED this day of r , AD 2016. <br />ATTEST: <br />Donna G.
