ORDINANCE 16-1446 <br />AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, <br />AMENDING THE CITY CODE OF ORDINANCES, PART III, UNIFIED <br />LAND DEVELOPMENT REGULATIONS SECTION 2-5.2 PURPOSE AND <br />INTENT OF ZONING DISTRICTS, TO ADD LANGUAGE FOR PMX- <br />HIGH AND PMX-MID ZONING DISTRICTS; AMENDING TABLE 2-5.4, <br />SIZE AND DIMENSION REGULATIONS, TO DECREASE THE <br />MINIMUM LIVING AREA REQUIREMENTS FOR PMX-MID AND <br />PMX-HIGH; TO AMEND SECTION 3-15.2, PARKING SPACES <br />REQUIRED BY USE, TO DECREASE THE PARKING RATIO FOR <br />MULTI -FAMILY RESIDENTIAL; AMENDING SECTION 4-18.2, <br />APPLICABILITY AND FILING PROCEDURE, TO AMEND CRITERIA <br />FOR CITY COMMISSION REVIEW OF DEVELOPMENTS IN PMX-MID <br />AND PMX-HIGH ZONING DISTRICTS; PROVIDING FOR <br />CODIFICATION, CONFLICTS, SEVERABILITY, AND EFFECTIVE <br />DATE. <br />WHEREAS, in 2013, the Urban Land Institute produced research titled "The Macro <br />View on Micro Units" on market trends in urban settings indicating an increased demand in <br />smaller multifamily unit sizes and increases in the number of studio and one bedroom <br />apartments; and <br />WHEREAS, the Major Thoroughfare Mixed Use (MTMU) future land use designation <br />was designed to provide the City's major corridors the opportunity to develop in a more dense <br />urban manner; and <br />WHEREAS, these trends show that occupancy rates of these smaller residential units are <br />greater than those units with a larger square footage footprint; and <br />WHEREAS, the City Commission adopted Ordinance 14-1414 which provided smaller <br />living unit sizes and a smaller parking ratio for the Lake Concord Overlay District in keeping <br />with the research developed for market trends in urban settings; and <br />WHEREAS, a jurisdictional analysis of the surrounding municipalities shows provisions <br />for smaller living units and smaller parking ratios for multi -family housing specifically in more <br />urban settings; and <br />WHEREAS, the City desires to provide consistent design criteria within the multi -family <br />residential development districts within the City; and <br />WHEREAS, the City's Planning and Zoning Commission sitting as the Land Planning <br />
