ZB 97-01. 1316, 1324 1332 Lake Drive (09-21-304BM-OA00-0250, 09-21-30-5BM-OA00-026A and 09- <br />21-30-5BM-OA00-0270). Amending the Oficial Zoning Map from OR (Office / Residential) to <br />Casselberry CG (Commercial General). <br />Staff Presentation: Mr. Dean Fathelbab, Planner 1, reviewed the information provided in staff's memorandum dated <br />April 12, 2017, and gave a PowerPoint presentation to the City of Casselberry Planning and Zoning Commission (a <br />copy of the PowerPoint presentation is attached to and made a part of these minutes). Mr. Fathelbab stated that <br />staff recommends that the Planning and Zoning Commission provide a favorable recommendation to the City <br />Commission for ZB 17-01 to amend the Official Zoning Map from City of Casselberry OR (Office / Residential) to City <br />of Casselberry CG (Commercial General) for the subject properties, based on the findings of fact and conclusions, <br />the staff report dated April 12, 2017, and the following findings regarding the rezoning: <br />1. The requested zoning amendment is consistent with the City of Casselberry Comprehensive Plan and the <br />existing Commercial Future Land Use Designation; <br />Z The requested zoning amendment is compatible with the surrounding mix of land uses and zoning districts; <br />and <br />3. City water and sewer services are available to the subject property. <br />In response to questions from the Commission, Mr. Fathelbab explained that the purpose of the zoning change was <br />to accommodate an increased floor area ratio for the proposed 40 -bed memory care facility to include the addition of <br />a pharmacy on the property which would not be allowed under the current zoning designation. He added that his <br />understanding was the pharmacy would be only for the use of the memory -care facility with no external sales. <br />Chairman Henson asked the applicant to come forward. Mr. Greg Hudak, 1344 Hardy Avenue, Orlando, advised that <br />he was the civil engineer on the project, and that the applicant was in support of staff's recommendation to rezone <br />the property. In response to a question from the Commission Mr. Hudak confirmed that the pharmacy would be for <br />internal use only and would actually be a part of the one building which would be constructed on the site. <br />Chairman Henson asked if there was anyone in the audience who wished to speak in favor of or in opposition to the <br />request for rezoning of the subject property. The following individual came forward. <br />1. Ms. Tari Mohr, 1402 Lake Shore Drive, Casselberry, inquired about the number of buildings and the <br />parking facilities planned for the site. Chairman Henson advised those were questions relating to the <br />site plan approval process which had not yet occurred. He noted that this hearing was for the purpose <br />of considering the request for rezoning only. <br />No one else came forward to address this item. <br />MOTION: Mr. Bryan moved that the Planning and Zoning Commission provide a favorable <br />recommendation to the City Commission for ZB 17-01 to amend the Official Zoning <br />Map from City of Casselberry OR (Office/Residential) to City of Casselberry CG <br />(Commercial General) for the subject properties located at 1316, 1324 and 1332 <br />Lake Drive, based on the findings of fact and conclusions of the staff report dated <br />April 12, 2017, and the following conditions: <br />1. The requested zoning amendment is consistent with the City of Casselberry <br />Comprehensive Plan and the existing Commercial Future Land Use Designation; <br />2. The requested zoning amendment is compatible with the surrounding mix of land <br />uses and zoning districts; and <br />3. City water and sewer services are available to the subject property. <br />
