WHEREAS, the City of Casselberry finds and determines that the sign control principles <br />set forth herein create a sense of character and ambiance that distinguishes the City as one with a <br />commitment to maintaining and improving an attractive environment; and <br />WHEREAS, the City of Casselberry fords and determines that the beauty of the City of <br />Casselberry, both with regard to its natural and built and developed environment has provided <br />the foundation for the economic base of the City's development, and that the City's sign <br />regulations not only help create an attractive community for its residents, but also bolster <br />Casselberry's image as a desirable; and <br />WHEREAS, the City of Casselberry finds and determines that the goals, objectives and <br />policies from planning documents developed over the years, demonstrate a strong, long-term <br />commitment to maintaining and improving the City's attractive and visual environment; and <br />WHEREAS, the City of Casselberry fords and determines that, from a planning <br />perspective, one of the most important community goals is to define and protect aesthetic <br />resources and community character; and <br />WHEREAS, the City of Casselberry finds and determines that, from a planning <br />perspective, sign control can create a sense of character and ambiance that distinguishes one <br />community from another; and <br />WHEREAS, the City of Casselberry finds and determines that two decades ago a <br />growing number of cities had begun prohibiting pole signs, allowing only ground signs (also <br />referred to as monument signs), and monument signs are typically used and preferred by <br />vacation resorts, planned communities, and other cities that seek a distinctive image; the City of <br />Casselberry seeks to maintain a distinctive image as part of its community character; and <br />WHEREAS, the City of Casselberry finds and determines that preserving and <br />reinforcing the uniqueness of a community like Casselberry attracts tourists and, more <br />importantly, establishes a permanent residential and commercial base to ensure the future <br />viability of the community; and <br />WHEREAS, the City of Casselberry fords and determines that the purpose of the <br />regulation of signs as set forth in this Ordinance is to promote the public health, safety and <br />general welfare through a comprehensive system of reasonable, consistent and nondiscriminatory <br />sign standards and requirements; and <br />WHEREAS, the City of Casselberry finds and determines that the sign regulations in this <br />Ordinance are intended to enable the identification of places of residence and business; and <br />WHEREAS, the City of Casselberry finds and determines that the sign regulations in this <br />Ordinance are intended to allow for the communication of information necessary for the conduct <br />of commerce; and <br />WHEREAS, the City of Casselberry finds and determines that the sign regulations in this <br />Ordinance are intended to lessen hazardous situations, confusion and visual clutter caused by <br />
