1?EQ1,Tse <br />To comid,r,prop,s,d ordinance to amend the City of Casselberry Code of Ordinances and the Unified <br />Land Development Regulatic m (ULDRs) section 14.3, Building Permits, to require a fifty percent (50%) <br />deposit cn all pemdls requiring plans r niciv by either the Building Official or Fire Marshal prior to the <br />issuance ofthe buildingpeanit. <br />BACKCROUVD: <br />When building plans aze submitted to the City for issuance of a building permit, there aze many instances <br />tbat plan review is required by the Building O1Boal and/or the Fire Marshall. Both of these commet, d <br />e are provided by contract employees and are billed to the City following their review. When they <br />P= <br />the service the City is billed for their time. There are instances when an application is reviewed <br />and chimately is not issued became it doesn't meet code requirement or because die applicant has <br />withdrat"v their application. In these instances the City has now paid for a senice that is not reimbursed <br />it- to at, permit not being issued. <br />DISCUS.SIO:V <br />To ensure the applicant is responsible for payment of the contractual services rather than the City, the <br />attached ordinance provides language to require a deposit of 50% of die building permit value at the time <br />the application is submitted when plans review will be required. <br />8/16/2016 <br />RIi'CO:bL1lL'A-DA770AS: <br />Staff requesss that the Planning and Zoning Commission recommend approval of LPA 16-12 and bereby <br />amend the City of Casselberry Unified Land Development Regulations, Section 1-4.3, Building Permits. <br />
