BACKCROUVD: When building plans aze submitted to the City for issuance of a building permit, there aze many instances tbat plan review is required by the Building O1Boal and/or the Fire Marshall. Both of these commet, d e are provided by contract employees and are billed to the City following their review. When they P= the service the City is billed for their time. There are instances when an application is reviewed and chimately is not issued became it doesn't meet code requirement or because die applicant has withdrat"v their application. In these instances the City has now paid for a senice that is not reimbursed it- to at, permit not being issued.
