Staff approval is based on the finding of fact and <br />conclusions of this staff report dated June 15, 2016, and die folimving conditions: <br />1. A shared parking agreement shall be required widdrt 30 days of approval from the Planning and <br />Zoning Commission or the conditional use approval shall become out and void. <br />2. All applicable licenses and permits shall be obtained prior to the commencement of the <br />bmbis <br />3. Permits for temporary events at the site must be obtained prior to conducting the events. <br />4. All signage requires a separate permit and must complyuith the ULDR. <br />5. There shall be no outside sales, dotage, or display of goods, materials or services. <br />6. A new conditional use application shall be required if the use should cease for more dim ninety <br />(90) days. <br />7. All of the above conditions shall be fully and faithfully escruted or the conditional use shall <br />become null andvoid. <br />oid. <br />6/16/2016 <br />CONDITIO-NAL USE CRITL•RLI: <br />Landuse corn adbility. The property is zoned CG (Commerdal General) and is located near one edthe <br />busies[ commercial corridors within the City. The proposed use of a Cultural Center is a conditionally <br />approved use in this zoning district per Table 25.3 and it is compatible pith the eliding and mrrosmding <br />land uses and businesses. <br />Suffidentsite size and adeguafe site sneafications te, accommodate the ❑rouoseduse. According <br />to ULDR Section 8-15.2, Parking Spaces Required by Use, the site is required to provide twentyseven <br />(27) parking spaces and evo (2) ADA spaces This is based on one (1) parking space per every three (3) <br />seats in the main gathering room's eighty (80) seat capacity in the conference room. The developed site <br />emrendy accommodates ten (10) parking spaces and one (1) ADA spaces. The site is required to provide <br />an additional seventeen (17) regular spaces and one (1) ADA parking space to meet the parking <br />requirements. Therefore, the applicant does not meet parking and site requnements. However, staff will <br />incept a signed shared parking agreement benseen the apphenat and a neighboring property cave, for <br />the additional seventeen (17) parkingspams. <br />Proneruse ofmitimtive techniques. The applicant will be required to obtain a special event permit for <br />activities and events for any organized gathering of persons, comprised of groups or individuals, including <br />gathering at shows, exhibitions, demonstrations, or assembly, other than the normal day4o day or <br />seasonal operations or concerns of licensed establishments mithin the city. <br />Hazardomwaste.
